Position Summary

The Qualified Professional (QP) is an experienced human services professional responsible for the implementation, coordination, and oversight of habilitation and treatment services for individuals with Intellectual and/or Developmental Disabilities (I/DD) and/or Mental Health (MH) needs.

The QP ensures services are delivered in accordance with Individual Support Plans (ISPs), Plans of Care, state and county regulations, and agency policies, while promoting health, safety, dignity, choice, community inclusion, and maximum independence for each individual served.

The QP independently manages and coordinates the overall development, implementation, and monitoring of client-centered habilitative programming, including individualized goals, behavior guidelines, and service plans.

Essential Duties and Responsibilities

Service Oversight & Clinical Coordination

  • Ensure staff-to-individual ratios align with authorized service orders.
  • Serve as an advocate for individuals served, ensuring rights, dignity, and quality of care.
  • Ensure I/DD and/or MH goals are implemented accurately by direct care staff.
  • Coordinate, implement, and monitor Service Plans and Plans of Care within required timelines.
  • Develop objectives, oversee data collection, and monitor measurable outcomes.
  • Review and sign service documentation at least monthly and participate in required monitoring visits.
  • Ensure skill acquisition and habilitative progress for each individual served.

Staff Supervision, Training & Coaching

  • Observe and supervise direct care staff at least quarterly or more frequently as required.
  • Provide training, coaching, and technical assistance through demonstrations, modeling, and group instruction.
  • Coach staff on service delivery, documentation, and goal implementation.
  • Ensure all direct care staff meet Core Competencies, credentialing, and training requirements.
  • Assist with recruiting, interviewing, onboarding, and staff selection.
  • Address and document staff performance issues in a timely and professional manner.

Compliance, Documentation & Administrative Oversight

  • Ensure services comply with North Carolina, county, Medicaid, LME/MCO, and agency requirements.
  • Ensure billing, payroll, and mileage authorizations are accurate and timely.
  • Ensure documentation standards are met and maintained.
  • Document communications with families/guardians, Care Managers, and stakeholders as appropriate.
  • Monitor ongoing case management needs, problem-solve barriers, and refer as needed.
  • Communicate recommendations, risks, and service needs to the Director.

Health, Safety & Quality Assurance

  • Ensure health, safety, and client rights through site visits, documentation reviews, and quality monitoring.
  • Participate in emergency response and medical procedures as trained (e.g., tube feeding).
  • Develop Plans of Care, task analyses, and training materials; train staff and families as needed.
  • Enforce and participate in all safety standards and regulatory compliance activities.

Work Schedule & Hybrid Status

This position is a hybrid role. During the first ninety (90) days of employment, the Qualified Professional is required to work on-site/in-office to complete onboarding, required training, competency validation, supervision, and performance monitoring.

Following successful completion of the introductory period, the position may transition to a hybrid schedule, combining in-office, community-based, and limited remote work, as approved by the Director and based on operational needs, performance, and compliance requirements.

Positions Supervised

The Qualified Professional provides supervision to all direct care providers, ensuring compliance with agency policies and State of North Carolina and Mecklenburg County regulations.

Education & Experience Qualifications

The Qualified Professional must meet one (1) of the following criteria:

  • Holds a human services professional license, certificate, registration, or permit (excluding RN) and has four (4) years of full-time MH/DD/SA experience with the population served;

OR

  • Holds a Master’s degree in a human service field with one (1) year of supervised MH/DD/SA experience;

OR

  • Holds a Bachelor’s degree in a human service field with two (2) years of supervised MH/DD/SA experience;

OR

  • Holds a Bachelor’s degree in a non-human service field with four (4) years of supervised MH/DD/SA experience.

Physical Demands
