3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city’s few Youth Access Points.
The Chief Program Officer (CPO) is a senior leadership role responsible for overseeing the strategy, development, implementation, and evaluation of all programs and services within the organization. The CPO will ensure that the organization’s programs are aligned with its mission and goals, driving both short-term impact and long-term sustainability. The CPO will work closely with the Executive Director, senior leadership team, and key stakeholders to set programmatic direction, cultivate partnerships, and ensure that program outcomes are achieved efficiently and effectively.

Program Strategy & Leadership:
- Strategic Oversight: Develop and implement the organization’s programmatic strategy, ensuring alignment with the overall mission and organizational goals.
- Visionary Leadership: Lead the design, evaluation, and scaling of programs, ensuring they are innovative, impactful, and responsive to the needs of the communities served.
- Program Evaluation: Establish systems to monitor and evaluate the effectiveness of programs, using data driven insights to inform continuous improvement and demonstrate impact to stakeholders.
Program Development & Implementation:
- Program Design: Oversee the creation of new programs and the enhancement of existing ones to ensure they meet community needs, adhere to best practices, and reflect the mission of the organization.
- Resource Allocation: Manage program budgets, ensuring that resources are allocated efficiently and that financial goals are met.
- Cross functional Collaboration: Work closely with the development team to secure funding for programs through grants, corporate partnerships, and individual donors. Ensure that programs are well funded and meet financial and operational expectations.
Team Leadership & Capacity Building:
- Leadership & Staff Development: Lead, mentor, and develop the program team, fostering a collaborative and high-performance culture. Encourage professional growth and provide opportunities for staff development.
- Staff Management: Directly supervise program managers and coordinators, ensuring they have the tools, support, and guidance needed to succeed.
- Interdepartmental Collaboration: Collaborate with other departments (such as fundraising, communications, and operations) to ensure alignment across the organization and to promote the visibility and success of programs.
Stakeholder Engagement & Partnerships:
- External Relations: Build and maintain relationships with community leaders, partner organizations, funders, and other key stakeholders to advance programmatic goals.
- Advocacy & Public Relations: Represent the organization in public forums, advocating for the importance and impact of the organization’s programs.
Operational Excellence:
- Continuous Improvement: Use data and program evaluations to identify challenges and opportunities, implementing changes to improve outcomes and operational efficiency.
- Compliance & Reporting: Ensure that programs comply with all relevant local, state, and federal regulations and that funders and stakeholders receive timely and accurate reports.
Qualifications:
Education:
- Master’s degree in Non-profit Management, Public Administration, Social Work, or a related field is preferred.
- Equivalent work experience may be considered in lieu of formal education.
Experience:
- At least 10 years of experience in program management within the nonprofit sector, with at least 5 years in a senior leadership role.
- Proven track record of successfully leading and scaling complex programs with measurable outcomes.
- Experience working with diverse communities and understanding the challenges and opportunities in the nonprofit sector.
- Strong financial acumen, with experience managing budgets and ensuring cost-effective program delivery.

Technical Skills:
- Proficient in Microsoft Office Suite and familiarity with program management software and data analysis tools.
- Experience with CRM systems, donor management platforms, or project management tools is a plus.

- This position is a salaried, exempt, and full-time role.
- This position works from our Annex office in San Francisco’s Bayview Hunters Point neighborhood.
- Travel may be required for program site visits, partner meetings, and other related activities.
- Flexible work hours with occasional evening or weekend events depending on program needs.
- This position reports to the Chief Executive Officer.
Compensation and benefits:
- This position has a starting annual salary of $190,000 and commensurate with experience.
