Installation and Production Analyst

This role is part of our Highbury Defense Group (HDG) division, which specializes in C2, systems engineering, cyber, and international mission support. HDG brings decades of experience supporting the DoD, Department of State, and allied partners, delivering practical, technically rigorous solutions that strengthen operational readiness around the world.  


We are seeking a highly organized, detail-oriented individual to provide installation and production support to a NAVWAR client. The selected candidate will support multiple programs and report to the Installation and Production Support Lead. This individual will play a key role in the effective management and execution of various installation-related activities. Additionally, they will provide direct program support to help manage and improve business operations related to Navy installation activities and events using government-provided IT solutions in the FlankSpeed/Microsoft 365 environment.


Duties & Responsibilities 

  • Prepare, update, and maintain installation-related data, documentation, reports, and dashboards to ensure effective program management and communication.
  • Own the coordination and management of various program/installation processes and deliverables (e.g., Ship Change Documents (SCD)) to ensure timelines, deliverables, and key milestones are met.
  • Coordinate and manage formal inputs (e.g., comments, proposed updates, and changes) for program documents and supporting artifacts necessary for the Navy installation process.
  • Support strategic planning, process improvement, and communications to help drive alignment and efficiency within the organization.
  • Support special projects assigned by the Government and Task Lead, demonstrating flexibility and the ability to manage competing priorities.
  • Aggregate, review, and validate data from disparate sources.
  • Support the implementation and use of workflow solutions within government-provided commercial IT tools, such as databases, data integration platforms, and automation tools.


Required Qualifications 

  • 2+ years of experience supporting DoD acquisition program offices (preferably NAVWAR or PEO C4I).
  • Demonstrated experience with Microsoft 365 tools, including Excel, Planner, and SharePoint, with experience manipulating data using PivotTables, data validation, and formula development.
  • Experience consolidating, cleaning, and managing data from multiple sources for formal reporting and meetings.
  • Excellent verbal and written communication skills; able to take instructions and guidance both verbally and in writing.
  • Strong attention to detail and the ability to manage multiple tasks simultaneously in a faced-paced environment. Demonstrated problem-solving ability, adaptability, and drive/willingness to learn in dynamic Program Office setting.
  • Ability to collaborate effectively with cross-functional teams and respond to new challenges with flexibility and critical thinking.
  • Active Secret Security Clearance.


Preferred Qualifications

  • Experience supporting a PEO C4I Program Office and/or NAVWAR competency.
  • Prior military experience or a Bachelor’s degree from an accredited university.
  • Experience with PowerApps and Power BI for data visualization and reporting tasks.
  • Knowledge of the Navy installation process and related artifacts (e.g., Ship Change Documents (SCDs) and Fielding Plans).


Physical Requirements 

  • Prolonged periods sitting at a desk and working on a computer. 
  • Must be able to lift up to 15 pounds at times.  
  • This position is hybrid located in San Diego, CA and typically requires, on-site work of 2 days per week.  


Clearance Requirements 

Some positions will require access to U.S. National Security information.  Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).  In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment. The pay range for this role is:

$80,000-110,000 USD per year (San Diego (United States))
