Program Management Specialist

We provide technical, cybersecurity, logistics, and program management support to US Department of Defense (DoD) and Department of State (DoS) agencies and select foreign governments and militaries.

Duties & Responsibilities 

  • Provide analytical and program management support for special projects identified through the GRGB process.
  • Perform qualitative and quantitative analyses to assess program performance, operational readiness, and process effectiveness.
  • Support strategic planning efforts to ensure programs, initiatives, and projects align with organizational objectives and GRGB principles.
  • Support adoption of tools that enable the P2P framework and continuous process improvement and facilitate process improvement activities using methodologies such as Lean Six Sigma DMAIC.
  • Develop analytical products that identify root causes of performance gaps, risks, and improvement opportunities.
  • Prepare, update, and maintain program documentation to ensure transparency, traceability, and audit readiness.
  • Assist in the development of strategic plans, roadmaps, and performance improvement initiatives.
  • Track key readiness indicators, process bottlenecks, and the effectiveness of improvement initiatives.
  • Develop and maintain performance dashboards, metrics, and visualizations that provide an accurate assessment of progress against objectives (“Get Real”).
  • Evaluate and recommend data analytics and visualization tools (e.g., Tableau) and project management and collaboration platforms (e.g., JIRA) to support performance assessment, decision-making, and improve tracking, reporting, and coordination of improvement efforts.
  • Support rapid improvement events focused on resolving validated, high-impact operational issues. Identify and recommend targeted improvement initiatives to enhance operational effectiveness, including:
    • Streamlining C5I system maintenance processes
    • Reducing CASREPs
    • Improving sailor self-sufficiency to minimize reliance on shore-based support in contested environments
  • Conduct or support deep-dive analyses into complex readiness and sustainment challenges (e.g., amphibious ship maintenance performance).


Preferred Qualifications

  • 3-5 years’ experience providing program analysis or management analysis support within a DoD, federal, or regulated environment.
  • Demonstrated ability to perform data analysis, develop dashboards, and produce executive-level reports.
  • Experience supporting process improvement initiatives and strategic planning activities.
  • Strong written and verbal communication skills.
  • Active Secret Security Clearance
  • Experience supporting Navy or DoD readiness, sustainment, or maintenance programs.
  • Familiarity with GRGB, Continuous Process Improvement (CPI), or Lean Six Sigma methodologies.
  • Experience using tools such as Tableau, JIRA, Power BI, or similar platforms.


Clearance Requirements 

Some positions will require access to U.S. National Security information.  Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).  In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment. Pay Scales & Benefits 

The listed pay scale reflects the broad, minimum to maximum, pay scale for this position for the location for which it has been posted and is not a guarantee of compensation or salary. Other compensation considerations may include, but are not limited to, job responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, or other applicable factors.

The pay range for this role is: $80,000-110,000 USD per year (San Diego)
