Subcontracts Specialist

SoarTech’s Contracts department is seeking a full time Subcontracts Specialist who is interested in helping support the management of our research, development, and implementation of this exciting technology into everyday operations. The Subcontracts Specialist manages subcontract activities throughout the entire lifecycle, including solicitation, negotiation, administration, and close-out. The role supports program teams in acquiring goods and services from suppliers and subcontractors while ensuring compliance with FAR/DFARS, company policies, and customer requirements. Responsibilities include issuing solicitations, evaluating proposals, drafting and negotiating subcontracts and modifications, monitoring subcontractor performance, maintaining accurate records, and coordinating with internal stakeholders to meet program objectives. The Subcontracts Specialist also supports audits, compliance reviews, and process improvements to ensure efficient and compliant subcontract management.

Duties & Responsibilities:

  • Manage subcontract activities from solicitation to close-out, ensuring compliance with regulatory, contractual, and company requirements.
  • Develop and issue Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs) to suppliers and subcontractors.
  • Analyze proposals and supplier responses to determine cost and price reasonableness and compliance with solicitation requirements.
  • Draft, review, and negotiate subcontracts, purchase orders, and modifications.
  • Monitor subcontractor performance against schedule, cost, and quality metrics, and address any non-compliance or performance issues.
  • Support internal teams in defining scope of work and flow-down of applicable prime contract clauses.
  • Maintain accurate subcontract files and data in accordance with FAR, DFARS, and company policies.
  • Provide guidance to program teams on subcontracting regulations, policies, and procedures.
  • Coordinate with finance, legal, program management, and technical teams to ensure subcontract actions are aligned with SoarTech’s goals and customer requirements.
  • Support preparation for and participation in government audits and reviews, including CPSR readiness activities.
  • Build and maintain positive relationships with suppliers and subcontractors, acting as a liaison to resolve contractual and business issues.
  • Identify opportunities to streamline subcontracting processes and improve efficiency.
  • Stay current on regulatory changes and industry trends that may impact subcontracting.
  • Other duties as assigned.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.
  • Three (3) or more years of experience in subcontracts, procurement, or government contracting.
  • Strong working knowledge of FAR, DFARS, and related procurement regulations.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Strong analytical and negotiation skills with the ability to assess and resolve complex subcontract issues.
  • Effective verbal and written communication skills, including the ability to explain subcontract terminology to non-contract personnel.
  • Ability to manage multiple priorities in a fast-paced environment with attention to detail.

Preferred Qualifications:

  • An advanced degree in Business Administration, Supply Chain Management, or a related field.
  • Familiarity with Cost Accounting Standards (CAS) and government compliance reviews, such as CPSR.
  • Experience with cost and price analysis and subcontract audits.
  • NCMA certification (CPCM, CFCM, or CCCM) or progress toward certification.
  • Experience with enterprise systems or tools for subcontract management.
  • Experience with Deltek Costpoint and Salesforce.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

Clearance Requirements:

Some positions will require access to U.S. National Security information.  Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).  In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
