Position Overview:

The Payroll & Financial Operations Specialist supports the financial and administrative operations of Anovaeon’s programs by managing payroll processing, timekeeping coordination, invoicing support, accounts payable activities, and benefits-related administrative functions.


This role works closely with human resources, program leadership, and corporate finance personnel to ensure accurate payroll processing, proper timekeeping documentation, and timely financial reporting related to workforce operations. The Payroll & Financial Operations Specialist plays a critical role in ensuring employees are paid accurately, program financial records are maintained, and operational financial processes run smoothly.


The position reports to the Director of Human Resources and collaborates with program leadership and finance personnel to support program financial administration.


Essential Functions:

Payroll Processing & Timekeeping Administration

  • Process payroll for program personnel in accordance with company policies and payroll schedules
  • Review employee timekeeping records to ensure accuracy and completeness prior to payroll processing
  • Verify hours worked, overtime eligibility, and shift differentials where applicable
  • Identify and resolve payroll discrepancies or timekeeping issues in coordination with supervisors
  • Maintain accurate payroll records and documentation

Timekeeping Compliance & Workforce Coordination

  • Monitor timekeeping submissions to ensure employees submit accurate and timely timesheets
  • Coordinate with supervisors to resolve missing or inaccurate time entries
  • Ensure payroll and timekeeping processes comply with company policies and applicable labor regulations
  • Support implementation and maintenance of payroll and timekeeping systems

Invoicing & Financial Reporting Support

  • Assist with preparation of program invoices and billing documentation
  • Compile labor and payroll data required for invoicing and financial reporting
  • Support tracking of labor costs and payroll-related program expenses
  • Assist with preparation of financial summaries or workforce cost reports

Accounts Payable Support

  • Assist with processing accounts payable transactions related to program operations
  • Maintain records of invoices, receipts, and financial documentation
  • Coordinate with finance personnel to ensure timely processing of vendor payments
  • Track operational expenses and assist with financial documentation management

Benefits Administration Support

  • Assist employees with benefits-related questions and enrollment coordination
  • Support HR with administration of employee benefits programs
  • Maintain records related to benefits enrollment and eligibility
  • Coordinate with HR and payroll systems to ensure benefits deductions are properly processed

Payroll Reporting & Documentation

  • Prepare payroll-related reports for HR leadership and program management
  • Maintain organized records of payroll transactions, timekeeping documentation, and financial records
  • Assist with audits or internal reviews related to payroll and financial processes
  • Support leadership with workforce cost reporting and payroll analysis

Knowledge and Skills

  • Strong knowledge of payroll processing and timekeeping systems
  • Understanding of payroll compliance and workforce compensation practices
  • Strong attention to detail and accuracy in financial documentation
  • Proficiency with Microsoft Excel and payroll-related data management
  • Ability to manage confidential financial and employee information
  • Strong organizational and problem-solving skills
    • Ability to coordinate across HR, finance, and operational teams

Education and Experience

  • Bachelor’s degree in accounting, finance, business administration, or related field preferred
  • Minimum 1-2 years of experience in payroll processing, financial administration, or workforce financial operations
  • Experience working with payroll systems and timekeeping platforms required
  • Experience supporting government programs or operational workforces preferred
  • Experience working with invoicing, accounts payable, or financial reporting preferred

Preferred Experience

  • Experience managing payroll for large operational teams or shift-based workforces
  • Experience supporting government contracting environments

Requirements of Employment

  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:
    • Federal background investigation (up to and including a Tier 4 DHS clearance)
    • Criminal history check
    • Verification of employment and education history
    • Compliance with all government credentialing requirements
    • Drug screening
  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.

Work Environment

  • Primarily remote or corporate-level support role with periodic travel to operational sites
  • Initial support may include on-site presence during program start up
  • Standard administrative office and processing facility environment
  • May involve extended periods of computer work and documentation processing
  • Fast-paced operational environment requiring attention to detail and professionalism

Physical Requirements:

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds
  • Ability to bend, stoop, reach, and perform repetitive motions
  • Capability to work in varied environmental conditions (indoor/outdoor, temperature variations)
  • Ability to respond quickly to emergency situations throughout the facility
  • Visual acuity for detailed computer work and document review
  • Auditory ability to conduct interviews and monitor facility for safety concerns
