Position Overview:

The Training Manager (On-Site) leads the development and delivery of training programs supporting Anovaeon’s case processing operations within an ICE processing facility. This role is responsible for preparing personnel to perform case processing responsibilities effectively, ensuring staff understand operational procedures, and maintaining high standards of documentation accuracy and professional conduct.


The Training Manager designs and delivers onboarding programs, ongoing training initiatives, and operational refreshers to ensure staff remain aligned with program requirements and government expectations. This role also supports leadership by identifying training gaps, reinforcing operational standards, and promoting best practices across the workforce.


The Training Manager works closely with program leadership, supervisors, and quality assurance personnel to ensure the workforce is prepared to perform case processing activities accurately, efficiently, and professionally.


Essential Functions:

Training Program Development

  • Develop and maintain training programs supporting case processing operations
  • Design onboarding training for new Case Processing Specialists and Case Processing Aides
  • Create instructional materials including training guides, presentations, and operational reference documents
  • Update training content as operational procedures, policies, or government requirements evolve

Workforce Training & Instruction

  • Deliver classroom and hands-on training sessions for new and existing staff
  • Train personnel on case processing procedures, documentation standards, and operational workflows
  • Provide instruction on the proper use of operational systems and documentation tools
  • Conduct refresher training sessions to reinforce procedures and correct operational errors

Operational Standards & Best Practices

  • Promote consistent operational practices across all case processing teams
  • Reinforce documentation accuracy, compliance standards, and workflow expectations
  • Work closely with supervisors to identify operational performance gaps requiring training intervention
  • Support the development of standardized processing procedures and job aids

Trauma-Informed & Professional Interaction Training

  • Integrate trauma-informed care principles into staff training programs
  • Provide training on effective communication with individuals in high-stress or custodial environments
  • Incorporate motivational interviewing techniques and professional engagement practices into training materials
  • Promote respectful, professional, and culturally aware interactions within operational settings

Collaboration with Program Leadership

  • Coordinate with the Processing Operations Director and Site Supervisors to ensure training aligns with operational needs
  • Support supervisors in coaching staff and reinforcing training objectives
  • Assist leadership in preparing personnel for operational changes or program updates

Training Evaluation & Continuous Improvement

  • Monitor the effectiveness of training programs and adjust materials as needed
  • Track training participation and completion records for program personnel
  • Gather feedback from staff and supervisors to improve training programs
  • Identify areas where additional training or operational guidance may be needed

Knowledge and Skills

  • Strong training and instructional design capabilities
  • Knowledge of case processing operations or administrative program workflows
  • Ability to translate complex procedures into clear training materials
  • Excellent presentation and facilitation skills
  • Strong leadership and coaching abilities
  • Ability to identify training needs and develop effective solutions
  • Strong communication and interpersonal skills
  • Ability to foster a professional and respectful workplace environment

Education and Experience

  • Bachelor’s degree in education, criminal justice, social work, public administration, or a related field preferred
  • Minimum 3-5 years of experience in training, workforce development, or operational leadership
  • Experience supporting government programs or administrative operations preferred
  • Experience training staff in detention, immigration, law enforcement, or high-compliance operational environments preferred

Preferred Experience

  • Experience with immigration case processing or government administrative operations
  • Experience training staff in trauma-informed care practices
  • Experience incorporating motivational interviewing techniques into professional training programs
  • Experience developing operational training curricula

Requirements of Employment

  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:
    • Federal background investigation (up to and including a Tier 4 DHS clearance)
    • Criminal history check
    • Verification of employment and education history
    • Compliance with all government credentialing requirements
    • Drug screening
  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.

Work Environment

  • Primarily remote or corporate-level support role with periodic travel to operational sites
  • Initial support may include on-site presence during program start up
  • Standard administrative office and processing facility environment
  • May involve extended periods of computer work and documentation processing
  • Fast-paced operational environment requiring attention to detail and professionalism

Physical Requirements:

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds
  • Ability to bend, stoop, reach, and perform repetitive motions
  • Capability to work in varied environmental conditions (indoor/outdoor, temperature variations)
  • Ability to respond quickly to emergency situations throughout the facility
  • Visual acuity for detailed computer work and document review
  • Auditory ability to conduct interviews and monitor facility for safety concerns
