Position Overview:

The Human Resources Manager (On-Site) provides dedicated human resources leadership supporting Anovaeon’s case processing operations within an ICE processing facility. This role is responsible for managing day-to-day HR functions for on-site personnel, including employee relations, onboarding, workforce coordination, compliance support, and HR administration.

The Human Resources Manager works closely with program leadership to support staffing operations, maintain workforce stability, and ensure compliance with company policies and federal contract requirements. This position plays a critical role in supporting the operational workforce and ensuring personnel matters are handled professionally and efficiently within the facility environment.


Essential Functions:

On-Site HR Leadership & Workforce Support

  • Serve as the primary HR point of contact for all on-site personnel
  • Provide HR guidance and support to supervisors and program leadership
  • Address employee concerns and workplace issues in a timely and professional manner
  • Promote a positive and professional workplace environment for operational staff

Recruitment & Onboarding Support

  • Coordinate onboarding processes for new employees assigned to the operational site
  • Support recruitment coordination with corporate HR and program leadership
  • Ensure new employees complete required documentation and onboarding requirements
  • Assist with credentialing and clearance processes required for facility access

Employee Relations & HR Administration

  • Manage employee relations matters including workplace concerns, disciplinary actions, and performance issues
  • Provide guidance to supervisors on appropriate handling of employee performance and conduct issues
  • Support documentation of employee actions, corrective measures, and HR records
  • Ensure compliance with company policies and applicable employment regulations

Workforce Coordination & Staffing Support

  • Work with operational leadership to monitor staffing levels and workforce needs
  • Assist supervisors with workforce scheduling coordination and staffing adjustments
  • Support tracking of employee attendance, leave requests, and workforce availability
  • Coordinate HR support related to shift staffing and workforce coverage

Compliance & Documentation

  • Maintain accurate personnel records and HR documentation for on-site staff
  • Ensure HR processes comply with company policies and contractual requirements
  • Support compliance with background investigations, credentialing requirements, and other employment conditions
  • Maintain confidentiality of sensitive employee information and personnel records

Training & HR Program Support

  • Assist with coordination of employee training and orientation activities
  • Support leadership with HR-related training initiatives and workforce development
  • Ensure employees understand workplace policies and operational expectations

Communication & Coordination

  • Serve as a liaison between on-site staff and corporate HR leadership
  • Communicate HR updates, policy changes, and workforce information to operational staff
  • Coordinate with program leadership to address workforce needs and HR priorities
  • Support operational leadership in resolving personnel-related matters

Knowledge and Skills

  • Strong knowledge of human resources practices and employee relations
  • Ability to manage HR responsibilities within a fast-paced operational environment
  • Strong interpersonal and communication skills
  • Ability to maintain confidentiality and professionalism in sensitive situations
  • Strong organizational and documentation management skills
  • Ability to work collaboratively with operational leadership and staff
  • Strong problem-solving and conflict resolution skills

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field preferred
  • Minimum 5 years of experience in human resources or workforce management
  • Experience supporting operational or government program environments preferred
  • Experience handling employee relations and HR compliance matters strongly preferred
  • Experience supporting large operational teams or shift-based workforces preferred

Preferred Certifications

  • SHRM-CP, SHRM-SCP, PHR, or similar HR certification preferred

Requirements of Employment

  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:
    • Federal background investigation (up to and including a Tier 4 DHS clearance)
    • Criminal history check
    • Verification of employment and education history
    • Compliance with all government credentialing requirements
    • Drug screening
  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.

Work Environment

  • Primarily remote or corporate-level support role with periodic travel to operational sites
  • Initial support may include on-site presence during program start up
  • Standard administrative office and processing facility environment
  • May involve extended periods of computer work and documentation processing
  • Fast-paced operational environment requiring attention to detail and professionalism

Physical Requirements:

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds
  • Ability to bend, stoop, reach, and perform repetitive motions
  • Capability to work in varied environmental conditions (indoor/outdoor, temperature variations)
  • Ability to respond quickly to emergency situations throughout the facility
  • Visual acuity for detailed computer work and document review
  • Auditory ability to conduct interviews and monitor facility for safety concerns

The pay range for this role is:

80,000 - 83,200 USD per year (Hagerstown Processing)
