Public Sector Proposal Manager 

Reports to Head of Public Sector Sales 

 

Job Description: 

The Public Sector Proposal Manager is responsible for leading the process of identifying, capturing, and securing new business opportunities related to AI, edge computing, and Starlink connectivity. This role is key in developing and submitting proposals for federal as well as state and local opportunities that align with Armada’s capabilities. 

 

Key Responsibilities: 

 

Opportunity Identification and Capture Management: 

  • Lead the identification of new business opportunities (including tracking federal SBIR opportunities, BAAs, RFXs, etc. through search portals and bid boards)  
  • Develop and execute capture strategies, understanding customer requirements and competitive positioning. 
  • Conduct market and competitor analyses to inform win and pricing strategies. 

 Proposal Management: 

  • Manage the proposal development process, ensuring compliance with customer requirements and submission deadlines. 
  • Collaborate with technical teams and subject matter experts for information gathering. 
  • Lead creation of new content to incorporate in proposals as product continues to develop and maintain an up-to-date content library.  
  • Write, edit, and format proposal documents to ensure clarity, persuasiveness, and technical accuracy. 
  • Analyze RFPs, RFIs, and vendor questionnaires in detail and work with internal stakeholders to make go/no-go decisions on pursuing proposal opportunities.  
  • Monitor and report on proposal outcomes to improve success rates. 

 Administrative Responsibilities: 

  • Serve as the primary contact for all proposal-related communications. 
  • Ensure clear and effective communication throughout the proposal process. 
  • Assist with content creation of one-pagers, PowerPoint decks, etc.  
  • Maintain company registrations such as SAM.gov, bid portals, etc.  

 

Qualifications: 

  • Minimum of 7 years of experience in public sector capture and proposal management across federal, state, and local government sectors.  
  • Proven track record of winning proposals for early-stage startup companies that have cutting edge technology 
  • Be able to distill complex technical concepts into easily understandable content that appeals to both technical and non-technical reviewers.  
  • Strong written and verbal communication skills. 
  • Highly organized and process driven. 
  • Must have a self-starter mentality with a strong sense of intellectual curiosity.

Compensation & Benefits

For U.S. Based candidates: To ensure fairness and transparency, the starting base salary range for this role for candidates in the U.S. are listed below, varying based on location experience, skills, and qualifications.  In addition to base salary, this role will also be offered equity and subsidized benefits (details available upon request).


For India-based candidates: We offer a competitive base salary along with equity options, providing an opportunity to share in the success and growth of Armada.

The pay range for this role is:

116,000 - 170,000 USD per year (United States)
