Position Summary
We are seeking a qualified and experienced Project Engineer to provide engineering support and project management support for the Rhine Ordnance Barracks Medical Center (ROBMC) in Weilerbach, Germany. This role requires a professional with expertise in healthcare construction, engineering, and facility management. The Project Engineer will support the project site office by reviewing project documents, ensuring compliance with regulations, and providing oversight during the construction process. The position requires on-site presence at the Integrated Project Office (IPO) during normal working hours.

Essential Duties and Responsibilities
Office Engineering and Project Management
- Provide technical engineering support for the ROBMC project.
- Review and analyze project design documents, specifications, and drawings.
- Assist in the development of project scopes of work.
- Participate in design development, pre-construction, and in-progress-review meetings.
Construction Oversight and Quality Assurance
- Conduct field surveys to assess construction layouts and existing conditions.
- Ensure compliance with National Fire Protection Association (NFPA) codes, The Joint Commission (TJC) standards, and safety regulations.
- Monitor construction contractor activities and make recommendations regarding medically unique construction concerns.
- Coordinate with facility infection control and safety officers to ensure compliance.
- Participate in final inspections and recommend corrective actions as necessary.
Initial Outfitting & Transition (IO&T) Planning
- Assist with space planning, space utilization, and procurement coordination.
- Support transition planning and post-occupancy evaluations.
- Provide technical input for sustainment planning and maintenance strategies.
Work Schedule & Location
- The FTE will work Monday through Friday from 0800 to 1700 (local time) with a one-hour lunch break.
- The primary place of performance is the ROBMC construction site in Weilerbach, Germany.
- Telework is only permissible on an ad-hoc basis as authorized by the DHA program manager.
Compliance and Security Requirements
- The FTE must comply with the U.S. Army Corps of Engineers (USACE) security regulations and obtain a Common Access Card (CAC).
- The FTE must complete the required anti-terrorism (AT) and operations security (OPSEC) training within 30 days of assignment.
- The contractor shall provide Defense Base Act (DBA) insurance for the employee.
- Compliance with all requirements outlined in the Status of Forces Agreement (SOFA) and the European Contractor Online Processing System (ECOPS).
Reporting & Deliverables
- Submit monthly progress reports to the Contracting Officer’s Representative (COR) and DHA program manager.
- Provide documentation and presentations on an as-required basis.
Qualifications and Experience
Required Background and Experience:
- Minimum of five (5) years of experience in healthcare construction for projects valued at $250 million or more.
- Bachelor’s degree or higher in engineering or a related field.
- Minimum of fifteen (15) years of experience in project management for healthcare construction or facilities management.
- Experience with at least one The Joint Commission (TJC) hospital accreditation survey process.
- Knowledge and direct experience in healthcare facility management or construction.
Preferred:
- Project Management Professional (PMP) Certification
- Three (3) or more years of experience with military medical healthcare facilities.
- Knowledge of medical laboratory and sterilization systems.
Physical Demands
- Sitting/Standing: This role requires the ability to be on your feet moving around for most of the day interacting with staff, contractors or contractor representatives, and project being performed.
- Walking: Ability to lift and move items as needed for the facility or project operations.
- Stooping/Kneeling/Crouching/Crawling: This role may require occasional stooping, kneeling, crouching, crawling, and ladder climbing to inspect or support all aspects of facilities or projects.
- Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
- Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
- Seeing: This role requires the ability to see, view, and distinguish all aspects of work to ensure quality control.
- Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed project items to and from various workspaces.
