Position Summary

We are currently seeking an experienced IO&T Planner to provide expert support to the Defense Health Agency Facility Enterprise (DHA-FE) in managing healthcare facility projects, including planning, design, construction, and Initial Outfitting & Transition (IO&T). This role ensures the delivery of functional, code-compliant medical infrastructure in partnership with NAVFAC, USACE, and local medical commands. The position may require you to travel between worksites located in Falls Church, VA and Bethesda, MD as needed for support of projects.

Essential Duties and Responsibilities

  • Prepare recurring and ad hoc reports, information papers, executive summaries, and project briefings.
  • Perform quality assurance on reports and presentations to ensure consistency and actionable recommendations.
  • Facilitate user meetings, VIP site tours, and address site-specific project issues.
  • Review facility design and specifications for operational and functional adequacy.
  • Evaluate contractor submittals, schedules, and project documentation; provide technical feedback.
  • Review and validate Engineering Change Proposals (ECPs) for alignment with design intent and operational concepts.
  • Assess Requests for Information (RFIs) and contract modifications for impacts on facility medical functionality.
  • Coordinate with DHA Transition Coordinators to integrate engineering changes into training and movement plans.
  • Support reviews of specialized medical equipment in collaboration with local command and DHA staff.
  • Participate in oversight of NAVFAC QA/QC activities through field inspections and regular team interfaces.
  • Maintain awareness and advise on NAVFAC QA/QC standards, procedures, and practices.
  • Assist with review and analysis of Value Engineering (VE) proposals.
  • Coordinate IM/IT and low-voltage system design reviews with NAVFAC MFPO and installation IT teams.
  • Provide technical input on unique medical systems and engineering applications.
  • Track and resolve construction engineering issues collaboratively with stakeholders.
  • Support DHA in processing ECPs to incorporate user requirements into final facility design.
  • Participate in development and execution of commissioning plans with key facility stakeholders.
  • Engage in Red Zone meetings and conduct punch-out inspections during project closeout.
  • Ensure delivery of O&M training, manuals, warranties, and as-built drawings on schedule.
  • Assist in facility inspections, testing, verification, and certification processes.
  • Attend and contribute to project meetings and teleconferences, coordinating follow-up actions.
  • Generate project-related reports, presentations, and documentation for leadership review.
  • Report progress weekly and coordinate schedules with DHA Program Managers or representatives.
  • Provide recommended responses and feedback for construction/design agent communications.
  • Help develop maintenance plans for facility post-occupancy sustainability.
  • Review and support development of O&M training plans for facility systems.

Qualifications and Experience

  • 10+ years of experience in healthcare facility projects; 5+ with NAVFAC/USACE.
  • Deep knowledge of DoD medical facility design and SEPS criteria.
  • Proven experience in medical equipment planning, IO&T, and facility activation.
  • Familiarity with DHA, NAVFAC MFPO processes, and VE/engineering change coordination.
  • Strong background in QA/QC oversight and design documentation review.

  • Planning and Design Support
    Provide strategic planning and comprehensive design consultation to ensure alignment with project goals, functional needs, and regulatory requirements.
  • Construction Oversight Support
    Deliver expert oversight throughout the construction phase to monitor progress, ensure quality control, and facilitate issue resolution.
  • Initial Outfitting & Transition Planning and Execution Support
    Coordinate and execute the seamless transition from construction to operational readiness, including outfitting, activation, and stakeholder coordination.

Working Environment

This is an onsite position that will require some travel between two locations as needed for meetings or other tasks. The two locations are Bethesda, MD., and Falls Church, VA.


Physical Demands

  • Sitting/Standing: This role is generally sedentary performing sitting work utilizing technological office equipment including a laptop, mouse, keyboard, computer monitors, telephones, scanners, copiers, and fax machines. 
  • Walking: This role requires the ability to move about inside the office to access technological equipment required for the role. During site visits, this role requires the ability to traverse various project sites and buildings that will have uneven surfaces.  
  • Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper. During site visits, this role requires the ability to stoop, kneel, crouch, and crawl to set up scanning devices that will scan an existing structures heating, ventilation, air-conditioning, and piping systems.
  • Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
  • Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information. 
  • Seeing: This role requires the ability to view existing building structures inside and out to determine where scanning devices should be placed to get the required scans for the project.
  • Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment to and from various workspaces.

The pay range for this role is:

125,000 - 128,000 USD per year (Bethesda, Maryland)
