Position Summary

The 8(a) Capture Manager is responsible for identifying, qualifying, and securing new business opportunities with a primary focus on Tribal 8(a) sole source awards. This role requires demonstrated success in building strategic relationships with federal agencies and contracting officers—particularly leading to Tribal 8(a) sole source awards—and a deep understanding of the 8(a) contracting process. Secondary responsibilities include capturing competitive IDIQ, MATOC, and other contracting vehicles. The successful candidate will work closely with executive leadership, proposal teams, and technical SMEs to drive growth and expand Bodwé’s footprint in the federal marketplace.

Essential Duties & Responsibilities

1. STRATEGIC & TACTICAL OPPORTUNITY PURSUIT

  • Opportunity Identification: Utilize GovWin, HigherGov, and other databases to proactively track and evaluate Tribal 8(a) set-asides and other federal procurements.
  • Qualification & Assessment: Rapidly assess opportunities for alignment with Bodwé’s capabilities, strategic goals, and funding timelines.
  • Capture Execution: Lead all day-to-day capture activities—such as gathering competitive intelligence, developing win themes, vetting teaming partners, and assembling resources for successful proposal submissions.

2. HANDS-ON RELATIONSHIP BUILDING

  • Agency Outreach: Develop and maintain robust relationships with contracting officers and federal program managers, with a proven history of securing Tribal 8(a) sole source awards.
  • Networking & Events: Represent Bodwé at industry days, conferences, and agency site visits, cultivating relationships with key personnel and identifying new leads.
  • Team & Vendor Coordination: Engage subcontractors, partners, and vendors to enhance Bodwé’s solutions and strengthen our value proposition in proposals.

3. PROPOSAL COORDINATION & DEVELOPMENT

  • Capture Action Plans: Create comprehensive capture plans that detail responsibilities, timelines, and deliverables for each pursuit, ensuring all internal and external stakeholders are aligned.
  • Proposal Input: Provide critical capture insights—including solution strategies, compliance requirements, and Tribal 8(a) qualifications—to bolster the competitiveness of final submissions.
  • Real-Time Adjustments: Continuously monitor RFP updates, amendments, and Q&A responses, adjusting proposal strategies and timelines accordingly for maximum competitiveness.

4. WIN STRATEGY EXECUTION

  • Competitive Positioning: Translate overarching strategy into actionable capture tactics that emphasize Bodwé’s Tribal 8(a) advantages and differentiators.
  • Pipeline Maintenance: Manage an organized pipeline of opportunities, regularly reporting status, progress, and forecasts to senior leadership.
  • Metrics & Results: Drive measurable success against Key Performance Indicators (KPIs), including win rates, revenue targets, and pipeline advancement.

5. COLLABORATION & COMMUNICATION

  • Coordination with Leadership: Partner closely with the Vice President of the Federal Support Services Branch for strategic direction; implement capture actions with minimal oversight.
  • Cross-Functional Engagement: Work collaboratively with proposal writers, technical SMEs, and business development teams to ensure alignment, efficiency, and effective use of resources.
  • Knowledge Sharing: Actively contribute to Bodwé’s capture management processes, tools, and templates—disseminating best practices and lessons learned.


Qualifications

Required Education, Licensure, or Certifications:

  • Bachelor’s Degree in Business, Marketing, Communications, or a related field.

 Preferred Education, Licensure, or Certifications:

  • Master’s degree in Business Administration, Public Administration, or related field.
  • APMP Certification (or equivalent). 

Required Background and Experience:

  • 5–10 years in federal capture management or business development with a proven track record of Tribal 8(a) contract wins.
  • Hands-on experience driving full capture life cycles—opportunity discovery through final award.
  • Demonstrated go-getter spirit, with a track record of achieving or exceeding revenue targets.

 Required Technical Skills:

  • GovWin or similar forecasting tool expertise.
  • Proficiency with Microsoft Office Suite and collaboration tools (Teams).
  • Familiarity with proposal processes (Shipley) and project management platforms.


Working Environment

This is a 100% remote position that will require some (≤ 35%) travel to headquarters, client sites, or conferences. 

 

Physical Demands

  • Sitting/Standing: This role is generally sedentary performing sitting work utilizing technological office equipment including a laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines. 
  • Walking: This role requires the ability to move about inside the office to access technological equipment required for the role. 
  • Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper. 
  • Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
  • Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information. 
  • Seeing: This role requires the ability to see, view, and distinguish all aspects of construction.
  • Carrying/Lifting: This role requires the ability to lift up to 15lbs to transport technological office equipment to and from various workspaces.
