Position Summary
Provide onsite Construction Quality Management (CQM)/ Quality Assurance (QA) Support Services for each project at Ft. Liberty, NC for repair, renovation, and modernization for various projects located at Ft. Liberty, Fayetteville, NC. This position shall provide requested services in the following manner, in accordance with the needs of the government.
**This is an onsite position located in Fayetteville, NC.**
**Candidates must have prior experience utilizing and participating in the U.S. Army Corps of Engineers Three-Phase Inspection Process as well as prior experience utilizing and following USACE EM 385-1-1, Safety and Health Requirements Manual.**

Essential Duties and Responsibilities
- Provide accurate and up to date daily QA Reports via Resident Management System (RMS).
- Review red-line drawings weekly with construction contractor for accuracy and completeness.
- Ensure construction is in accordance with EM 385-1-1 requirements.
- Daily oversight of construction process.
- Attend preparatory meetings as required by the construction contractor.
- Monthly review of construction percentage complete on all activities for contractor pay request. Ensure percentages are correct and coordinate percentages with COR.
- Ensure/Participate in all requirements of Three-Phase inspection process.
- Review submittals and provide recommendations to the COR concerning acceptability. Review and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contract.
- Review construction contractor questions and Requests for Information (RFI)/Requests for Clarification (RFC) and recommend responses and solutions to the COR.
- Review construction contractor’s schedules and report findings to the COR.
- Review construction contractor’s deficiencies in performance and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.
- Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlement. Make appropriate recommendations with supporting documentation to COR.
- Compute time extensions and suggest extensions to the contract time to the COR.
Qualifications and Experience
Required Background and Experience:
- Ten or more years in the construction industry serving in a Quality Assurance/Control, Project Management, or Technical Consultation/Services role
- Possess expert knowledge of construction standards and best practices
- Experience working with diverse project types
- Ability to monitor, supervise, direct, and provide feedback to construction contractors
- Possess a communication skill set, both verbally and written, that is engaging, accepting, and professional
- Initiate and enjoy independent problem solving and working in the gray areas in a thriving fast-paced environment
- Relevant field experience working in building construction/renovation/modernization and shall have prior experience utilizing and participating in the U.S. Army Corps of Engineers Three-Phase Inspection Process as well as prior experience utilizing and following USACE EM 385-1-1, Safety and Health Requirements Manual.
Working Environment
This role provides full-time onsite construction quality assurance services for the construction of buildings. The environment is dependent upon the weather conditions outside and will be subject to fluctuations depending on the time of year and weather patterns in the United States. An individual taking this role should assume that they will be working in various weather conditions on a construction site for more than 80 percent of the working day.
Physical Demands
- Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.
- Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
- Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.
- Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
- Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
- Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.
- Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
