Position Summary
This role is to assist & advise DHA in meeting mission & OASD defined responsibilities, aid in the development of DHA Transition policy, procedures, standards, tools/templates, and provide MTF sustainment support as assigned. The Transition Representative shall assist in all phases of the Facility Life Cycle Management (FLCM) activities to include the requirement development and planning, pre-design and design,construction, initial outfitting, transition, acceptance, closeout and sustainment.

Essential Duties
- Travel to & conduct Interior Design site investigations at the MTF.
- Travel to & conduct Transition Services site investigations at the MTF
- Identify & develop Transition Services requirements on behalf of Project Sponsor to include:
- The moves of occupants and property form current space to interim & end-state locations
- Disposition of non-reuse property
- Staff orientations to new space
- Interim property staging, storage, and security
- Cleaning of current state/interim/end-state space
- Public Relations support during transition and phasing
- Current-state conditions & whether they meet current Transition Services DoD & DHA criteria
- Develop & documents end-state results & objectives to include meeting Transition Services DoD & DHA criteria
- Develop & documents the condition of existing Transition Services & whether to reuse or purchase new
- Determine quantity & location of Transition Services for new or renovated spaces
- Review acquisition documents, to include Design, Construction, Initial Outfitting (IO) Contractor’s RFPs/SOWs
- Communicate what Transition Services deliverables are required during pre-design, design, preconstruction, construction, and outfitting so Government & contract reps can confirm conformance/compliance w/ criteria/standards
- Pre-Design & Design:
- Review Transition Services pre-design deliverables & Site Investigation Reports (SIR) and coordinates with project stakeholders
- Review Transition Services design deliverables and coordinates documentation with project stakeholders
- Respond to RFIs related to Transition Services
- Assists the Government in developing Transition Services design change requests
- Preconstruction, Construction, Initial Outfitting:
- Review Transition Services preconstruction, construction, & initial outfitting deliverables to include shop drawings, product literature, PRCs, cost estimates, etc.; and coordinates Transition Services documentation with project stakeholders
- Respond to RFIs & ASIs related to Transition Services
- Assists Government in developing Transition Services construction & outfitting change requests, review proposals to changes
- Inspections & Acceptance:
- Inspect reuse FFE-LVS field conditions at project site, coordinates documentation with project stakeholders
- Inspect installed reuse products & systems
- Closeout & Warranty:
- Review Transition Services closeout & warranty submittals defined in the Transition Services specification
Education, Experience, and Technical Skills
- Minimum of five (5) years demonstrated experience in healthcare & research lab facility operations.
- Minimum of five (5) of years demonstrated experience defining & communicating Transition requirements, constraints, objectives design and construction for all areas of the project life cycle to include reading & reviewing Transition design documents, construction submittals, inspecting Transition supplier and installers work, and confirming Transition closeout submittals were received.
- Minimum of five (5) years’ demonstrated experience in developing and reviewing Transition Requirements such as planning, design, construction, and outfitting deliverables.
- Experience reading & reviewing design documents to include (a) design analyses, (b) plans, (c) specs, (d) cost estimates
- Experience reviewing construction documents to include (a) RFIs, (b) ASIs, (c) Shop Drawings, (d) Product Literature
- DoD Cybersecurity Policy & Criteria Development
- Experience in executing DoD military medical projects
- Microsoft Office Suite
- Experience with DHA DMLSS/LogiCole data base and running inventory reports
- Has coordinated Authority to Operate (ATO) documentation through Government approving officials
