Position Summary

**This position is located in Devils Tower, Wyoming.**


The Construction Manager (CMR) will provide full-time, on-site construction management services for a federally funded housing project at Devils Tower, Wyoming. This project delivers critical housing for permanent and seasonal National Park Service staff, including law enforcement, maintenance, resource management, and interpretation personnel. The role is essential to ensuring construction activities are executed in full compliance with contract documents, safety standards, schedules, and federal requirements.


The CMR serves as the Government’s technical representative on-site, observing construction progress, documenting performance, and communicating all findings exclusively through designated Government officials. Nearest communities include Hulett, WY and Sundance, WY, with larger services available in Gillette, WY (approximately 30–45 minutes away)

Essential Duties and Responsibilities

  • Provide full-time, on-site construction management services for a federal Design-Bid-Build housing project, serving as the Government’s technical observer and documentarian
  • Observe, document, and report construction contractor performance for progress, workmanship, quality, safety, and conformance with contract documents, plans, specifications, applicable building codes, and safety regulations
  • Prepare detailed daily construction reports for each day of on-site activity and upload weekly into the designated construction management software
  • Capture and maintain photographic documentation with legends, dimensions, and descriptive narratives to support daily logs
  • Review and interpret construction contracts, plans, specifications, schedules, and cost estimates to verify compliance and progress
  • Evaluate baseline and monthly schedule updates; document progress and identify potential impacts or delays using required Government checklists
  • Review and evaluate contractor payment requests to verify completed work aligns with approved activities, percentages, and dollar values
  • Analyze cost proposals and estimates broken down by prime and subcontractor labor, equipment, materials, overhead, and profit
  • Assist the Government in defining, documenting, and tracking scope changes, differing site conditions, contract modifications, and Requests for Proposals (RFPs)
  • Manage, review, log, and track all administrative documentation including submittals, RFIs, Division 01 requirements, record drawings, Quality Control reports, O&M manuals, warranties, and closeout documentation
  • Reject incomplete, inaccurate, or non-compliant submittals and RFIs; identify deficiencies and require resubmission prior to forwarding for review
  • Review delivered construction materials and equipment for compliance with approved submittals and immediately notify the COR of discrepancies
  • Monitor contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements; document safety issues and attend contractor-led safety meetings
  • Review Construction Contractor Quality Control (CQC) Daily Reports and compare against CMR Daily Reports; immediately notify the COR of discrepancies
  • Review certified payrolls and payroll logs for compliance with Department of Labor requirements; notify the Contracting Officer of errors or underpayments and assist with corrective actions
  • Conduct periodic labor interviews and document findings using SF1445 Labor Standards Interviews, ensuring at least one employee per company is interviewed
  • Arrange, attend, facilitate, and document project meetings including weekly progress meetings, internal Government meetings, inspections with the AE and AHJ, and negotiations between the Government and Construction Contractor
  • Complete and distribute meeting minutes within one business day of each meeting
  • Facilitate substantial completion inspections; review deficiency lists for completeness and accuracy and prepare cost estimates for corrective work
  • Maintain a professional, neutral communication style and communicate all observations, concerns, and recommendations exclusively to designated Government officials (DSC and COR)
  • Do not provide opinions, direction, or guidance directly to the Park, Region, or Construction Contractor
  • Protect procurement-sensitive information and maintain confidentiality at all times
  • Support project closeout activities, final documentation, and dispute resolution efforts as required by the Government


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Bachelor’s degree in Construction Management, Engineering, or a related field
  • Active Professional Civil Engineering (PE) License
  • Minimum 10 years of experience in construction management and/or trade supervision involving:
    • Single-family or multi-family housing construction
    • New construction projects
    • On-site waste treatment systems
    • Stormwater management
    • Residential utilities
  • OSHA 30-Hour Certification
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Preferred Education, Experience, and Technical Skills

  • Proficient in construction management software platforms
  • Strong working knowledge of:
    • Microsoft Teams (meetings, calls, screen sharing, recording)
    • Microsoft Word, Excel, MS Project
    • Adobe PDF
  • Comfortable using internet-based tools and project documentation systems for daily reporting and coordination


Work Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
