Position Summary

This is a part-time role working 20 hours per week.


The Data Clerk supports the development of and shall assist in data entry for the Department of Defense DD Form 1391 and 1390. The DD Form 1391 documents requirements necessary for the submittal of program justification in support of funding request for military construction projects to Congress. Using the DD Form 1391 Processor System via the Web prepare, submit, review, certify, print and archive DD Form 1391s and their related data, in accordance with regulations. The DD Form 1390 is a summary of projects by installation, fiscal year and program. This role will assist in supporting/facilitating diverse planning and project development teams. The Contractor shall assist in the development of management tools, track critical information, organize materials, develop information briefings/papers, facilitate workflow, and advise the DHA Facilities leadership on the status of key issues related to the 1391 process and documentation. The Data Clerk shall assist in training team members on the systems and processes related to the Processor System.

Essential Duties

1) Assists in preparing DD1391 forms for facilities.

2) Create a new form or make changes to an existing form by replacing data to include primary facility data, standardized text, guidance for the preparer of the project and furnishings as well as equipment data.

3) Automatically track status of a project as it proceeds through review channels. Access the system to monitor the project and see any modification or alteration and review comments.

4) Print forms in the formal Office of the Secretary of Defense and Congressional Budget Book formats as well as other formats to assist technical reviewers at all organizational levels.

5) Access to historical information for monitoring changes made to each field of data. Additionally, the system maintains a history of all form submittals and returns.

6) Assist in the preparation of reports for the projects.

7) Effective communication skill, including technical writing

8) Proficiency with MS Excel


Education and Experience

  • Must have 1-2 years of DD1391 Pax Processor experience
  • Must have 1-2 years of DD Form 1391 development

Work Environment

This role is intended to be 100% onsite at Defense Health Agency in Falls Church, VA. However, individuals with exceptional qualifications may be permitted to work remotely and travel as required.


Physical Demands

The role typically involves a combination of office settings and on-site visits to healthcare facilities, which may include construction zones or areas with ongoing equipment installations. Adherence to safety protocols and the use of personal protective equipment (PPE) when required are also essential.
