Position Summary

This role shall assist in medical facility planning for all Defense Health Programs (DHP). The DHP responsible functions include market population and workload data analyses and projections, existing facility assessments, facility planning functional program (FPFP) development, facility capability gap analysis based on identified requirements/capabilities/capacity, evaluation on non-facility and facility alternatives, space planning program for design (PFD) development using DOD SEPS format and initial preparation of DOD Form 1391 project estimates.


The role shall assist in developing management tools, tracking critical information, organizing materials, developing information briefings/papers, facilitating workflow, organizing/leading meetings, and advising the DHA Facilities leadership on the status of key issues related to the assigned CONUS/OCONUS sites. The role shall also assist in training team members on military health facility planning processes.

Essential Functions

  • Assist in orientation of DHA Facilities Enterprise health facility planning teams.
  • Assist in organizing and developing materials needed for orientation and training.
  • Advise DHA Facilities Enterprise leadership on business process improvement opportunities with regard to integration, operation, and orientation requirements.
  • Assist in conducting requirements analyses including population, direct and purchased care workload, healthcare services utilization, review of network adequacy evaluation, and projection of future requirements by product line.
  • Assist in preparing scope of work statements for proposed contract planning support.
  • Assist in participating in diverse planning and project development teams and conduct site visits.
  • Assist in presenting facility planning process and methodology to executive leadership at local, regional, and headquarters levels within DHA, Service Medical Agencies and Defense Health Networks (DHN).
  • Assist in facilitating meetings with leadership generating dialogue regarding future healthcare, operational and facility scenarios.
  • Assist the local, regional and corporate leadership with defining facility planning requirements for CONUS/OCONUS sites.
  • Make recommendations to DHA Facilities Enterprise leadership regarding regional strategy for planning/project development.
  • Assist in reviewing and organizing health facility planning information and analyses from numerous venues and develop information papers, briefings, and management tools to summarize issues.
  • Assist in developing written and oral responses to requests for information.
  • Assist in training team members and local/regional facilities workforce regarding facility planning process (master planning), requirements identification, project development and integrated approach to health facility planning for assigned CONUS/OCONUS sites.
  • Assist in managing schedule, workflow and administrative requirements in a manner that is transparent to the customer (local, regional, headquarters, and/or DHN).
  • Assist in coordinating timelines, interim products and data collection requirements.
  • Work closely with the planning team to ensure customer expectations are met and are reasonable.
  • Assist in coordinating sources of data and review initial, interim and final requirements analyses, if developed by others.
  • Assist in developing system-wide expertise and ability to review products for consistency, accuracy and compliance with the corporate model. If a corporate model does not exist, the Contractor shall assist in preparing a draft for approval by DHA Facilities Enterprise.
  • Assist in facilitating executive leadership involvement with process, ownership of the products and reasonable decision-making regarding the results.
  • Review and ensure submissions are logical, consistent and meet the requirements set forth by the executive leadership at the local, regional, headquarters, and/or DHN and are consistent with corporate guidance.
  • Assist in the development of FPFP to document workflow, staffing, key adjacencies, facility planning requirements and other project-specific information.
  • Assist in developing space requirements and Programs for Design (PFD) at the department and room level.
  • Assist with development and review of space requirements and PFDs, if performed by others. Ensure the PFD is consistent with accepted defining characteristics and based on comprehensive knowledge of DoD medical space planning criteria and industry standards.
  • Assist in the development of innovative methods to assist the planning team in coordinating facility infrastructure requirements with operational and space requirements.
  • Assist in providing input to the team and executive leadership on translating requirements into a comprehensive facility reuse and upgrade requirements.
  • Perform quality assurance for draft and final products to ensure they are accurate, consistent and the recommendations are achievable.
  • Assist in performing assessment of current facilities and of non-facility and facility alternatives to address identified gaps between facility requirements and current capabilities.
  • Prepare and/or review, update and facilitate development of DD form 1391s, health care requirements analyses (HCRAs), PFDs, economic analyses (ECONPAK) and CIDM documentation.
  • Assist in the evaluation of potential capital investments identified through systematic evaluation processes and prioritized through the Capital Investment Decision Model (CIDM) process.
  • Assist in preparing CIDM based supporting documentation to tie Service requests to MHS strategic guidance.
  • Assist in integrating results and information from numerous locations into the DHA Facility Investment Strategy (FIS) and CIDM evaluative criteria.
  • Assist in reviewing design documents for conformance with advance planning artifacts (FPFP, PFD, etc.)
  • Assist in making system-wide recommendations.
  • Complete monthly status reports of all on-going actions.
  • Complete briefings, information papers, and other management materials as required in support of assigned CONUS/OCONUS sites.
  • Perform review of facilities-related governance documentation (DODI, UFC, CONOPS, etc.) and provide comments and recommended edits, as necessary to align documentation with facility planning best practices.

Education, Experience, and Technical Skills

  • Requires a minimum of Bachelor’s degree in nursing, other clinical area, engineering, architecture or healthcare administration.
  • 5-7 years’ experience and working knowledge of health facility planning and design and healthcare delivery.
  • Proficient with the following Microsoft Office programs: Word, PowerPoint, Access, Excel, SharePoint and
  • Outlook.
  • Preferred experience, working knowledge and executive level understanding of the Military Health System (MHS), the Defense Health Agency, DHA Facilities Enterprise, DHNs and the Services facility planning organizations).
  • Senior level written and oral communication skills.
  • Working knowledge of DoD medical space planning and design criteria, DoD space and equipment planning system (SEPS), and industry standards for the planning and design of medical facilities preferred.

Work Environment

This role is intended to be on-site at Defense Health Agency locations in San Antonio, TX., or Falls Church, VA. The government client may approve remote work for exceptionally qualified individuals. If on-site, this role will be exposed to the military healthcare construction environment.


Physical Demands

    • Ability to sit for extended periods while working at a computer workstation.
    • Ability to walk and stand for short periods, especially during facility walk-throughs, inspections, or project site visits.
    • Occasional need to climb stairs or navigate uneven surfaces in construction or renovation areas.
  2. Visual Acuity:
    • Frequent use of computer screens for reading drawings, CAD/BIM models, spreadsheets, and technical reports.
    • Visual inspection of facility conditions, infrastructure, and medical equipment layouts.
  3. Hearing and Speaking:
    • Clear verbal communication for meetings, briefings, and team coordination (both in-person and virtual).
    • Ability to hear and respond to questions or instructions in various environments, including construction sites with background noise.
  4. Manual Dexterity:
    • Frequent use of hands for typing, writing, drawing, or marking up plans.
    • Occasional handling of paper documents, blueprints, or portable electronic devices.
  5. Lifting/Carrying:
    • Infrequent lifting of light materials (up to 25 pounds), such as architectural drawings, laptops, or presentation equipment.
    • No heavy lifting is typically required.
  6. Environmental Conditions:
    • Office work is performed in a climate-controlled setting.
    • Occasional exposure to dust, noise, or construction site hazards when visiting active healthcare construction zones.
    • Personal protective equipment (PPE) may be required during site visits (e.g., hard hat, safety boots, safety glasses).
