Position Summary

This role will provide expertise and support to the Bureau of Indian Affairs (BIA) Division of Water and Power (DWP) requires support services to assist in all aspects of the DWP mission. DWP comprises three Branches, the Branch of Irrigation and Power (BIP), the Safety of Dams Branch (SOD) and the Branch of Water Resources (BWR). The required support includes general administrative and technical expertise with regard to DWP processes and functions.

Essential Duties and Responsibilities


O&M Billing, Collection and Rate Setting:

The National Irrigation Information Management System (NIIMS) provides billing, collection, and rate setting functionality and support activities for 16 Indian Irrigation Projects, primarily using contract staff. The ability for water users to submit payments via credit cards and electronic funds transfer has been provided through Treasury's pay.gov system. Scanning of checks through Treasury's OTCnet module enables faster posting of payments as well as increasing internal controls. Contractor support includes technical accounting, administrative support including all billing and collection related activities.


Asset Management: All facility management reporting for the DWP, including deferred maintenance, is conducted using Maximo, an industry-leading state-of-the-art solution for property and maintenance management. This tool is being fully deployed for irrigation projects, power projects, and dams. Its primary focus is the management of real property assets and will be accomplished in part through implementation of the MAXIMO® Asset Management System. Maximo system software is the Departmental required standard for asset and facility maintenance management.


Decision Support Systems: Contract staff is key in the development and ongoing maintenance of Decision Support tools that integrate geospatial data with funding updates, completion status, failure impacts, Maximo information, existing reports, and other data sets supporting DWP Programs.


Technical Assistance: DWP provides technical assistance and Program oversight in a variety of areas including tracking the 6,000 miles of canals and more than 52,000 irrigation structures, support for the 17 Indian Irrigation Projects and three BIA Power Utilities, map development, Program Reviews, funds management, and integrating a variety of information for decision support. Technical contractor expertise is critical to the success of the program.The scope of this effort is to provide technical, programmatic/financial, contractual and administrative support to BIA DWP for existing and future efforts. The services sought will be applied to the support of DWP core functions related to management, operations, maintenance and repair of irrigation, dam, and power infrastructure. Services include:


Other Tasks:

  • Engineering technical services in a variety of disciplines including agricultural, civil, mechanical, and electrical and controls. Additional technical services required include physical science activities related to the DWP program, such as geological, hydrologic, geophysical and related discipline activity. Additionally, services related to financial tracking and accountability are required. Administrative support services related to internal coordination and tracking are also required.
  • The contractor shall assist in developing strategic and technical plans and shall assist with conducting technical analyses and assessments in support of DWP efforts. The contractor will help identify and translate user requirements.
  • The contractor shall provide research expertise and program support of Government activities with regard to procurements, schedules, and technology/system transfer efforts, program documentation reviews, technical progress and milestone tracking, and execution and evaluation of various technical products.
  • Assist in developing technical engineering products related to dam, irrigation and power infrastructure, including hydrologic studies, hydraulic studies, geotechnical, electrical studies related to utility grid and pumping plants, risk analyses, remediation design, value engineering, planning studies, power and irrigation rate studies, remote monitoring systems, technical document review, and other related activities.
  • Assist in preparing and tracking technical, schedule, financial and budgetary data to ensure that the DWP program can effectively plan and administer their efforts and meet execution benchmarks.
  • Gather information and assist in preparing contract specific financial execution documentation such as deferred maintenance tracking, funds disbursement and receipt tracking and other appropriate justifications.
  • Assist the program managers in strategic planning of budgetary and schedule tradeoffs/variance analysis during the life cycle of efforts in their portfolio.
  • Provide temporary off-site facilities for meetings, conferences and workshops, facilitate these technical meetings, and provide feedback to the program managers on an as needed basis.
  • Provide administrative and technical support on-site at BIA DWP offices in Lakewood, CO or other BIA facilities as necessary.

  • Shall provide orientation and continuous training for all new and existing personnel employed in support of this effort to ensure that services provided are efficient and seamless. Training shall cover the latest applicable technological advances, processes, procedures, policies, applications and tools employed by BIA DWP. Topics shall also include safety, first aid, CPR, and other appropriate office and field types of training.

Required Education, Experience, and Technical Skills

  • Must have a Real ID or Passport to undergo commercial airfare travel
  • Must have a valid driver's license
  • Bachelor’s in Engineering or Physical Science
  • Three-to-five years of leading technical efforts.
  • Demonstrated experience with Federal Dam Safety policies and procedures and/or demonstrated experience with industry best practices for irrigation, power, and/or financial systems policies and procedures.
  • Demonstrated creativity, foresight, and mature judgment in anticipating and solving unprecedented problems.
  • Experience in organizing and conducting meetings in program management topics, and in providing coordinated and timely responses

Preferred Education, Experience, and Technical Skills

  • Advanced degrees, including Master of Science or Ph.D. are highly desirable.
  • At least three years’ experience working with Bureau of Indian Affairs Managers is highly desirable.

Work Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
