Position Summary

The WCF Toolkit Support, Updates, and Security Management Compliance Support professional will provide part-time, specialized support to maintain and enhance the Web Collaborative Facility Toolkit (WCFT) and ensure compliance with DoD security standards. Working directly with the Program Management Office (PMO) and Tier 1 & 2 CHEWIE support teams, this individual will be responsible for access management, system updates, tool improvements, and compliance support.

The ideal candidate will possess technical proficiency in .NET development, Microsoft development environments, SQL, and federal security compliance practices. This position supports the critical mission of the Defense Health Agency (DHA) Facilities Enterprise by enabling collaboration among planners, healthcare professionals, and facility stakeholders across government and non-government sectors.

Essential Duties

  • Provide WCFT access request and reactivation support through the CHEWIE Identity Provider platform, including CAC and ECA certificate-based authentication.
  • Manage and respond to support tickets assigned to PMO CHEWIE Tier 1 & 2 groups via the Global Service Center (GSC).
  • Maintain active support for approximately 2,400 WCFT users, ensuring compliance with DoD 35-day login policy and account reactivation processes.
  • Collaborate with stakeholders to ensure seamless operation and improvement of WCFT features used by planners, hospital staff, engineers, and other MHS stakeholders.
  • Support, update, and improve the full suite of WCFT tools including:
    • Project Tool
    • Knowledge Center
    • Capital Investment Decision Model (CIDM)
    • DHA-FE Org Chart
    • Contracting DHA-FE Page
    • CSM Branch Page
    • IT/FRCS Page
    • PDB Page
    • DMLSS-FM Page
    • SEPS and MILSTD 1691 Equipment Pages
  • Import and update data (e.g., DMIS IDs, vetted staff, installation data) via WCFT’s Import Data Module.
  • Implement auto-generation features for standard subfolders in project workflows.
  • Provide support for CIDM Events, including planner access, scoring tool support, and rank/score data uploads.
  • Execute and verify updates in staging environments prior to production deployment.
  • Regularly update content across multiple pages and menu items as requested by stakeholders.
  • Provide weekly and monthly reports to government POC on system performance and user activity.
  • Create and update WCFT documentation, including user manuals and system specifications.
  • Support DoD Security Management Compliance, resolve vulnerabilities reported through the DHA Vulnerability Disclosure Program (VDP), and maintain/upscale development environments.

Education and Experience

  • Associate or Bachelor’s degree (or equivalent) in Information Technology, Computer Science, or a related field.
  • A minimum of 3 years of experience in IT systems support or application development.
  • CompTIA A+ (required)
  • CompTIA Network+ (preferred)
  • Microsoft Certifications (preferred)
  • ITIL Foundation Certification (preferred)
  • Strong communication and interpersonal skills for cross-functional collaboration.
  • Experience working in DoD, DHA, or federal IT environments.
  • Self-motivated with attention to detail and the ability to troubleshoot and solve technical issues independently.
  • Comfortable managing multiple concurrent tasks in a dynamic, high-security environment.

Technical Skills and Tools

  • Languages/Frameworks: .NET, HTML
  • Software/Environments: Visual Studio, SQL Server Management Studio (SSMS), GitHub
  • Platforms: CHEWIE Identity Provider, Microsoft Teams, SharePoint
  • Tools: WCFT, CIDM Tool, SEPS, MILSTD 1691 Equipment System
  • Skills: Networking fundamentals, OS familiarity, user support, system testing, and documentation

Security Clearance

  • Active DoD clearance or ability to obtain favorable background investigation may be required depending on project scope.
