Position Summary

This role will assist in strategic and operational equipment planning for all Defense Health Programs (DHP). The DHP responsible functions include Space and Equipment Planning System (SEPS) program management support, Space Criteria program support, equipment data maintenance support, gap analysis based on identified requirements and specifications.


This role will assist in supporting/facilitating various planning and project development teams, conduct space and equipment research, and act as a DHA Facilities Enterprise point of contact for SEPS, Space Criteria, and the 1691.


This role will assist in developing management tools, tracking critical information, organizing materials, developing information briefings/papers, facilitating workflow, organizing/leading meetings, and advising the DHA Facilities leadership on the status of key issues related to SEPS, Space Criteria, and 1691.


This role will also assist in training team members on the systems and processes related to SEPS, Space Criteria, and the 1691.

Essential Duties

1) Assist DHA-FE as SEPS program owner and functional program manager.

2) Coordinate & manage SEPS User accounts, access requests, credentialling process, and service interruptions.

3) Adjudicate and respond to Criteria Support Requests and application Change Requests.

4) Ensure tasks on IAA with VA for sustainment and development are submitted and funding is identified IAW annual schedule.

5) Provide user training on application functionality. Serve as Organization’s SEPS expert on program functionality and criteria translation.

6) Provide DoD Comptroller cost of living figures to SEPS VA support team when they become available.

7) Provide software support team with updated DMIS ID table when applicable.

8) Program Manager for the Department of Defense (DoD) Information Technology Portfolio Repository / Department of the Navy (DON) Application and Database Management System (DITPR/DADMS) SEPS record.

9) Ensure annual Organizational Execution Plan (OEP) is complete and submitted annually IAW DHA J6 policy.

10) Update criteria chapters in SEPS using space criteria builder module. Tasks include importing updated SPC chapters, validating criteria statements, correcting criteria errors, criteria testing, facility type assignment, publishing updated criteria chapter(s).

11) Coordinate IT architecture with DHA J6.

12) Ensure software functional changes are coordinated with User Manual.

13) Coordinate room code dataset update whenever the UFC 4-510-01, Appendix B is published (annually).

14) Coordinate MIL STD 1691 JSN Equipment dataset update when required (at least semi-annually).

15) Manage room code default equipment content.

16) Provide review and updates on SPC chapters to align with DHA strategies on right-sizing facilities by optimizing room sizes and converting space planning chapters into a specific format to automate SEPS implementation and chapter publication.

17) Coordinate criteria chapter optimization with Healthcare Optimization Division, Integrated Clinical Systems PMO, DHA Medlog Healthcare Technology Management and other PMO’s

to ensure facilities planning criteria are aligned with Enterprise priorities. • Provide definitive interpretations of space and equipment-related Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and DHA Specifications.

18) Provide subject matter expertise to develop courses of action, RFI responses, project artifact review and QRB activities on planning efforts and projects in execution.

19) Ensure Space Planning Criteria, SEPS, MIL STD 1691, templates, and UFC 4-510-01, Appendix B room codes are synchronized.

20) Support Project Delivery Teams (PDTs) by providing review of Program For Design (PFD), Project Room Contents (PRC), Functional Planning Functional Program (FPFP), equipment layout drawings, and equipment specification work products.

21) Review project planning artifacts necessary to support issuance of a Design Authorization.

22) Liaison with other DoD Component representatives and external stakeholders to ensure coordination and information sharing occurs throughout the planning and design process.

23) Demonstrate a working knowledge and executive level understanding of the Military Health System (MHS), the Defense Health Agency, DHA Facilities Enterprise, DHNs and the Services facility planning organizations.

24) Demonstrate high level written and oral communication skills.

25) Proficient with the following Microsoft Office programs: Word, PowerPoint, Access, Excel, SharePoint and Outlook.

26) Working knowledge of DoD medical space planning and design criteria, DoD space and equipment planning system (SEPS), and industry standards for the planning and design of medical facilities preferred.

Education and Experience

  • Minimum of biomedical technician training from a credentialed program, other clinical area OR a degree in engineering, architecture or healthcare administration.
  • 7-10 years’ experience and working knowledge of equipment associated with the health facility planning, design and healthcare delivery along with a working knowledge of dental, veterinary, and research facilities.

Work Environment

This role is intended to be 100% onsite at Defense Health Agency in Falls Church, VA. However, individuals with exceptional qualifications may be permitted to work remote and travel as required.


Physical Demands

The role typically involves a combination of office settings and onsite visits to healthcare facilities, which may include construction zones or areas with ongoing equipment installations. This necessitates adherence to safety protocols and the use of personal protective equipment (PPE) when required.
