Who We Are 

Community Action Partnership of Hennepin County (CAP-HC) is part of the Community Action Network, a 1,000-agency strong network committed to poverty reduction. Community Action Partnership of Hennepin County (CAP-HC) is a state and federally certified Community Action organization that serves the residents of Hennepin County.

Established in 1986, CAP-HC is an independent 501(c)(3) non-profit that has an array of community-centered programs and services, including Energy Assistance, Water Assistance, Financial Wellness, Vehicle Repair Program, Rental Assistance, and Homebuyer Services. We develop partnerships to address poverty while creating avenues of self-sufficiency for individuals and families.


Position Summary

The Volunteer Income Tax Assistance Program (VITA) provides free tax assistance to income-eligible individuals and families. IRS tax law-certified volunteers prepare and e-file federal, state, and property taxes. The VITA Coordinator is responsible for recruiting volunteer tax preparers, hosting tax preparation events & clinics, and managing the Internal Revenue Service (IRS) Computer Loan Program. The salary range is $21.00 - $26.00 / hour and based on experience, skills, education and training. This is a seasonal position, from October 1, 2025, through April 30, 2026.

 

Key Responsibilities

·         Point of contact for VITA Program and partner agencies.

·         Attending new and/or refresher tax law training and certification as needed, including the use of electronic filing software; Successfully pass a test on required tax law knowledge.

·         Provide free basic tax return preparation for eligible taxpayers.

·         Regular data entry with the Stakeholder, Partnerships, Education & Communication (SPEC) system.

·         Volunteer recruitment and training; oversight of volunteer certification.

·         Coordinate and facilitate tax preparation events & clinics.

·         Manage all processes related to VITA and the Computer Loan Program.

·         Maintaining confidentiality of client information and ensuring high-quality returns by completing a quality review process on returns completed.

·         Other duties as assigned to further the goals of the organization in alignment with CAP-HC’s mission

 

Minimum Qualifications

·         Education

o    Must be able to complete the following training and certifications within the first 90 days, which include:

§  Site Coordinator,

§  Volunteer Standards of Conduct (Ethics),

§  VITA training Intake/Interview & Quality Review, and

§  any additional training required by the IRS.

·         Experience

o    A minimum of two years of work experience related to tax preparation, financial education and/or consulting.

o    Experience in a non-profit environment is strongly preferred.

·         Skills

o    Tax training and certification support will be provided (e.g., 2-8 hours of self-directed study for tax certification and 4 hours for electronic filing software training)

o    Proficient with Microsoft Office – Word, Excel, PowerPoint, and data management systems.

o    Possess strong organizational qualities and confidence, with excellent written and spoken communication.

o    Experience group facilitating adult education/training programs.

o    Excellent interpersonal and communication skills.

o    Ability to manage multiple priorities and deadlines.

 

Preferred Skills and Competencies:

·         Recruiting and supervising volunteers

·         Written and spoken fluency in Spanish or Somali

·         Professional and/or lived experience working with individuals from underrepresented and marginalized communities or households defined as low income.

 

Work Environment and Expectations
Physical Requirements. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances. Exerting up to twenty-five pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
