OVERVIEW
Caribou Thunder is seeking a Resource Analyst to join our office and provide support to the Department Resources group. The department is responsible for executing operations worldwide, including the procurement and maintenance of maritime vessels and supporting infrastructure. As a Resource Analyst, you will report to the Chief of the Department and work closely with the Deputy Chief, Operational Group Chiefs, and other personnel. Your role will involve financial analysis, reporting, and coordination with various financial offices and groups.

REQUIREMENTS
As a Resource Analyst Level II, you will play a crucial role in supporting the operations of our department. Your responsibilities will involve working extensively with various financial offices and groups that are involved in the department's funding.
1. You will serve as the point person for funding transactions and documents, capturing the requirements of the department and assisting in establishing new funding mechanisms to meet their needs.
2. Additionally, you will review, reconcile, and process financial accounting and related reporting requirements. This includes creating vouchers for department payments and preparing vouchers to move funds between bank accounts.
3. You will be responsible for preparing the Mid-year/Annual Bank report, reconciling credit card charges, tracking card products, and reconciling declining balance cards.
4. Managing financials and reimbursements for the department's locations, preparing monthly advance account reports, and tracking balances, funding needs, and task orders will be part of your role.
5. You will also manage department payment requests, work with the Budget & Finance office and other departments to ensure completion, and assist group chiefs in creating, reviewing, and managing annual spend plans.
6. You will analyze financial trend reports, general ledgers, travel and procurement accounting, and statements detailing the program of record.
7. Your keen eye for detail will help identify and resolve discrepancies, ensuring data integrity.
8. You will be responsible for researching and responding to questions, providing perspective and insight within the office.
9. In this role, you will create several new SOPs to streamline the processes of the various funding channels.
10. Your proficiency in financial systems, including Contracts management system, Reporting Software, Financial Form Repository, Voucher System, travel system, and others, will be crucial.
QUALIFICATIONS
1. Proficiency with financial systems, including Contracts management system, Reporting Software, Financial Form Repository, Voucher System, travel system, OM, the MOC/MOFA database, and ideally SLA Workflow, Dashboards, and Planning and Resource System.
2. Familiarity with cable databases is helpful but not required.
3. Flexibility and adaptability in using systems, with an advantage in comfortably working with each system.
4. High levels of competence with Excel, including pivot tables, report creation, and complex formula creation.
5. Knowledge of budget, finance, and systems development processes.
6. Exposure to/experience with Tableau and creating macros in Excel is desirable.
7. Attention to detail and ability to collaborate well with individuals at all levels of seniority.
8. Experience in financial analysis, budget formulation, and execution.
9. Familiarity with federal law and regulations related to financial activities.
10. Knowledge of spending plan management and budgeting practices.
11. Experience with financial systems and reporting tools.
12. Advanced proficiency in Excel and data visualization.
13. Ability to work in a fast-paced environment and manage multiple tasks.
14. Attention to detail and accuracy in financial analysis.
15. Ability to collaborate effectively with diverse stakeholders.
16. Continuous learning mindset and willingness to stay updated on relevant financial practices.
