Program Manager

About Core Education

Core Education is a dynamic organization dedicated to transforming the business model of higher education through innovative programs and partnerships. We work collaboratively with colleges and universities to enhance learning experiences, promote student success, and drive positive outcomes.

About the role

We are hiring a Program Manager, Platform and Data (Back End) to build and run the internal systems that keep our organization moving. This role designs how work flows, how data is structured and governed, and how teams see progress in real time. You will coordinate platform roadmaps, data models, and change processes so delivery teams can do their best work—confidently and at scale.

This is not just a project management role—it is the engine that makes planning, execution, and measurement predictable.

What you'll do

What You’ll Do

Design how work flows (architecture and governance)

  • Define the blueprint for how work moves from intake to planning, execution, measurement, and continuous improvement.
  • Set standards for process maps, decision rights, and documentation.
  • Maintain the data dictionary and change controls (naming, versioning, approvals, and Service Level Agreements (SLAs)).

Build and operate the internal delivery platform

  • Lead a coordinated roadmap for foundational services, common workflows, shared components, and environments.
  • Maintain a transparent backlog; run planning and iteration rhythms with engineering and operations.
  • Define and meet Service Level Objectives (SLOs) for availability, performance, and safe change (including rollbacks and release notes).

Establish a single source of truth for work

  • Create a clear, companywide taxonomy for portfolios, programs, capabilities, and projects so work is modeled consistently.
  • Ensure that structure is mirrored across systems such as Human Resources Information System (HRIS), Customer Relationship Management (CRM), workmanagement tools, code repositories, time and finance systems, and Business Intelligence (BI).
  • Stand up masterdata practices (ownership, stewardship, and change control).

Configure workmanagement at scale

  • Own enterprise configuration for workmanagement tools: issue types, fields, workflows, boards, permissions, and automations.
  • Provide standardized templates (intake, prioritization, estimation, risk/dependency management) and reliable crossproject rollups.
  • Integrate with source control, documentation, chat, incident management, time tracking, and goal/metrics systems.

Make data trustworthy and useful

  • Design the data architecture and pipelines that move operational data into analytics (for example, warehouse and semantic layer).
  • Define canonical metrics (for flow, predictability, throughput, quality, and capacity) and publish selfserve dashboards for leaders.
  • Automate recurring executive updates; set quality thresholds and alerts for drift or breakage.

Enable change safely

  • Build playbooks (quickstart guides, job aids) and deliver training for new workflows and tools.
  • Manage change windows, migration plans, cutovers, and rollback readiness.
  • Maintain audit ready evidence aligned to System and Organization Controls 2 (SOC 2) and International Organization for Standardization (ISO) 27001 expectations; manage key vendor relationships and licensing.

Qualifications

  • Experience: 7–10+ years as a Technical Program Manager or Platform Program Manager in tooling, data, or developer productivity domains.
  • Systems at scale: Proven administration and configuration of enterprise work management tools across multiple teams and projects.
  • Data fluency: Strong data modeling and integration skills (including Application Programming Interfaces (APIs) and webhooks); comfortable reading and writing Structured Query Language (SQL).
  • Crossfunctional leadership: Successful delivery alongside architecture, security, data, finance, and operations; crisp stakeholder communication.
  • Operational judgment: Opinionated about practical workflows and metrics; disciplined about change management and documentation.

Nice to have

  • Experience with modern data stacks (for example, transformation tools, orchestration, cloud warehouses) and enterprise Business Intelligence (BI).
  • Familiarity with Information Technology Infrastructure Library (ITIL) / Information Technology Service Management (ITSM), SOC 2, ISO 27001, and scaled agile frameworks.
