Government Procurement & Contracting Specialist

The Daily Journal Corporation (NASDAQ: DJCO) is the leading publisher of legal notices in its owned newspapers in California and Arizona and affiliated daily, community, and ethnic newspapers throughout the United States. The company operates an in-house media buying firm that provides advertising placement services for local, state and federal Government agencies.

 

Through its Government Advertising Division, The Daily Journal supports public agencies in placing legally required notices in publications that meet statutory requirements and public outreach advertising. The division also places recruitment advertising placements in targeted publications and trade websites and provides multi-media marketing support services.

The Daily Journal is seeking a Government Procurement & Contracting Specialist to support business development and client services with public agencies. This role assists the sales team by researching government contracting opportunities, tracking procurement solicitations, and coordinating responses to Requests for Proposals (RFPs), Requests for Quotes (RFQs), and related procurement processes.

 

The ideal candidate will have experience working with public agency procurement systems, contract documentation, or proposal coordination, and will be comfortable communicating with government staff involved in purchasing, communications, or legal notice advertising.

 

Key Responsibilities:

Procurement & Contract Support

  • Monitor and identify contracting opportunities from city, county, state and federal government agencies.
  • Track and assist with responses to RFPs, RFQs, and informal bid solicitations related to advertising placement and public notice services.
  • Coordinate preparation of proposal materials, compliance documentation, and supporting exhibits.
  • Maintain records of government vendor registrations, certifications, and contract documents.

 

Government Client Coordination

  • Support outreach to government agencies regarding advertising services and statutory publication requirements.
  • Assist in scheduling meetings and presentations with agency procurement officers and communications staff.
  • Respond to agency inquiries and assist with providing invoices, affidavits of publication, and supporting documentation.

 

Project & Administrative Support

  • Maintain CRM records of agency contacts, contract status, and procurement timelines.
  • Track active projects and ensure required documents are submitted in accordance with procurement guidelines.
  • Coordinate with production, ad placement, account managers and accounts receivable teams regarding government service expectations, billing and invoice follow-up.

Preferred Qualifications

Candidates with experience in government contracting or procurement environments are strongly encouraged to apply.

Ideal candidates may have experience in:

  • Public sector procurement processes (RFP, RFQ, IFB, or cooperative purchasing programs).
  • Vendor registration systems used by government agencies.
  • Proposal coordination or contract administration.
  • Working with city, county, state or federal government departments.
  • Advertising, media placement, or public notice publishing or placement services.

Additional qualifications:

  • Comfortable using AI (artificial intelligence) tools
  • Strong written and verbal communication skills.
  • Excellent organization and document management skills.
  • Ability to manage multiple procurement timelines and project deadlines.
  • Bachelor’s degree in business, public administration, communications, or related field (or equivalent experience).

The pay range for this role is:

65,000 - 80,000 USD per year (DJC LA)
