Job Description

Title: Regional Manager 

Department: Property Management

Compensation Type: Salary + Bonus $130,000 - $160,000*

20% of base at full achievement, tied to the four KPIs below

Reports to: President

Supervises: Property Managers, Assistant Property Managers, Resident Assistants, and assigned site personnel within the designated portfolio


Primary Function

Objective

The Regional Property Manager delivers operational and financial performance across a defined portfolio of residential, commercial, and industrial/flex properties while building the operating standards that allow ArtHaus to absorb new business without service failure. This position owns ArtHaus commercial property management from day one and leads the operational onboarding of every property entering the platform. The role is accountable for occupancy, collections, expense control, service delivery, and regulatory compliance within the assigned portfolio, as well as incoming properties' readiness at the point of transition.

Scope

The initial portfolio includes approximately one commercial and industrial/flex properties, with additional residential and commercial properties assigned as the portfolio evolves. ArtHaus currently manages approximately 2,500 units across Oakland and Berkeley with a stated growth path to 3,500 to 4,000 units over the next 18 to 24 months through acquisitions, management transitions, and asset types beyond multifamily.

This is a hands-on operating role. The Regional Property Manager remains directly accountable for assigned portfolio performance while leading property transitions, staffing decisions, and cross-regional operating improvements. This position does not initially supervise the other Regional Property Managers. It provides functional leadership, coaching, and additional operating capacity across the Property Management team, and each regional leader remains accountable for their own portfolio and reports directly to the President.

Principle Responsibilities

Portfolio Operations

  • Assume full operating accountability for the assigned residential, commercial, and industrial/flex portfolio.
  • Oversee occupancy, collections, operating expenses, maintenance coordination, resident and tenant experience, and regulatory compliance at every assigned property.
  • Review property-level scorecards, financial results, operational reports, and exception items on a defined weekly and monthly cycle.
  • Identify underperformance early and implement written corrective action plans with owners, deadlines, and measurable targets.
  • Maintain regular property presence and direct working knowledge of asset condition, staffing needs, and tenant concerns.
  • Serve as the final escalation point for unresolved resident and tenant matters within the assigned portfolio.
  • Coordinate with Leasing and Marketing, Maintenance, Accounting, Compliance, Customer Experience, and Asset Management to ensure consistent execution.

Expectation: Visit every assigned property at least biweekly and document it in the property visit report. Property Managers and site teams can state their current priorities, targets, and performance standing without prompting. Issue corrective action plans in writing within five business days of an identified performance miss, and review them weekly until resolved. Operating issues that reach the President are material exceptions, not routine matters.



Commercial and Industrial / Flex Property Management

  • Take ownership of the ArtHaus commercial property management function from the start of employment.
  • Establish and document consistent operating standards for commercial and industrial/flex properties rather than applying residential practice by default.
  • Oversee commercial lease administration, tenant obligations, recoveries, CAM reconciliations, renewals, vendor coordination, and property-level service delivery.
  • Maintain direct working relationships with commercial tenants and ensure timely resolution of operating issues.
  • Coordinate with Accounting and Asset Management on commercial budgets, operating expenses, CAM reconciliations, and financial reporting.
  • Build scalable procedures to support additional commercial and industrial properties as they are acquired.

Expectation: Implement written commercial operating standards within 90 days and apply them consistently across all commercial and flex assets. Complete and issue CAM reconciliations within each lease's required timeline, with no unreconciled prior-year balances carried forward. Abstract commercial lease obligations, critical dates, and recovery terms in Yardi and keep them current. Acknowledge commercial tenant issues within one business day and provide a resolution plan within five.

Property Takeovers and New Business Onboarding

  • Lead the operational onboarding of newly acquired and newly managed properties.
  • Participate in pre-takeover due diligence and identify operational, staffing, compliance, maintenance, and tenant-service risks.
  • Develop a written takeover plan for each property with owners, deadlines, and readiness requirements.
  • Confirm that property, lease, tenant, vendor, and operational data is complete and accurately transferred into Yardi and supporting systems.
  • Coordinate system setup, workflows, reporting structures, permissions, and communication channels prior to the takeover date.
  • Confirm that vendor contracts, utilities, access systems, emergency procedures, preventive maintenance programs, and required inspections are established and functional.
  • Coordinate resident and tenant communication before, during, and after the transition.
  • Establish and manage 30, 60, and 90-day stabilization plans for every new property.
  • Conduct a post-transition review and maintain the ArtHaus takeover playbook.

Expectation: No property goes live without a completed takeover plan and a signed readiness checklist. Systems, staffing, vendor, and compliance requirements must be operational on the takeover date, not after. Every new property has a written 30-, 60-, and 90-day stabilization plan with named owners. Report transition risks and outstanding decisions to the President weekly during any active transition. Update the takeover playbook within 30 days of each completed transition.

Financial Management and Budget Control

  • Prepare, review, and submit annual property budgets with site teams and Property Accounting, including commercial recovery assumptions.
  • Analyze monthly financial statements, complete variance narratives, and identify the operational drivers affecting NOI.
  • Control controllable operating expenses within the approved budget and approve purchasing within delegated authority.
  • Monitor and act on delinquency, collections performance, and receivable aging across residential and commercial tenancies.
  • Monitor market conditions and recommend rent, concession, and renewal strategy adjustments with Leasing and Asset Management.
  • Identify and pursue ancillary and recoverable income opportunities that are currently uncaptured.

Expectation: Submit budgets complete and on the published calendar date, with supporting assumptions. Variance narratives explain cause and corrective action rather than restating the number, and follow the ArtHaus GL comment standard. Work delinquency weekly, with documented action on every account over 30 days. Purchasing stays within delegated authority and approved budget.

Staffing, Organizational Readiness, and Team Development

  • Evaluate whether each assigned and incoming property has the correct staffing structure, capacity, and competencies for its unit count, asset type, and operating complexity.
  • Define responsibilities for Property Managers, Assistant Property Managers, Resident Assistants, front desk personnel, and other site-level team members.
  • Recruit, onboard, reassign, or transition property-level personnel as required, in partnership with HR and Shared Services.
  • Ensure new employees receive onboarding, system access, training, and documented expectations before assuming full duties.
  • Conduct regular one-on-ones and performance reviews with direct reports, setting written goals and accountability.
  • Develop coverage plans for vacancies, absences, and periods of unusually high operating demand.
  • Identify staffing gaps before they produce service failures and develop internal bench strength through cross-training and succession planning.

Expectation: Every direct report has a current job description, a KPI scorecard, and a documented one-on-one at least monthly. No site operates without a named coverage plan for its critical functions. New hires complete system access, onboarding, and role expectations within their first two weeks. Document and address performance issues within 30 days of identification rather than carrying them over.

Compliance, Risk, and Standards

  • Maintain operations within the scope of each management agreement and in compliance with federal, state, and local requirements, including Fair Housing, ADA, and Oakland and Berkeley rent control ordinances.
  • Ensure required inspections, certifications, and safety programs are completed and documented at every assigned property.
  • Partner with Compliance on eviction workflow, tenant dispute escalation, and legal documentation standards.
  • Confirm adherence to ArtHaus SOPs for make-ready, move-in, work orders, security deposit accounting, and property visits.
  • Identify operational, financial, and reputational risk and implement mitigation before exposure develops.

Expectation: Required inspections and certifications are current, with documentation retrievable in Yardi. Verify SOP execution during property visits; do not assume it. Escalate compliance and legal matters to Compliance and the President upon identification, not after a third party escalates them. No audit or regulatory finding originates from a documentation gap within the assigned portfolio.

Reporting and Communication

  • Submit a weekly portfolio summary to the President covering key metrics, transition status, risks, and action items.
  • Complete Monday Morning Report requirements for all assigned properties on the published schedule.
  • Present monthly financial and operational performance with recommended actions.
  • Maintain accurate, current data in Yardi so that reporting reflects actual property condition.
  • Provide clear written reporting on transition progress, outstanding decisions, and resource needs.

Expectation: Submit reports on time, ensure they are accurate at the source, and state recommended action rather than raising open questions. Correct data integrity issues in Yardi rather than adjusting them in the report. The President is never first informed of a material portfolio issue by someone outside the Property Management team.

All other performance standards in this description are role expectations and are addressed through coaching, documentation, and performance review rather than the incentive calculation.

Minimum Qualifications


  • Seven or more years of progressively responsible property management experience.
  • Three or more years of regional, multi-site, or senior portfolio management experience.
  • Demonstrated experience leading property acquisitions, management company transitions, or portfolio takeovers, including staffing decisions and post-transition stabilization.
  • Commercial property management experience, including working knowledge of commercial leases, CAM administration, tenant recoveries, vendor management, and property budgeting.
  • Demonstrated command of property-level financial statements, budgets, variances, collections, and operating performance.
  • Experience implementing property management systems, operating procedures, and reporting controls.
  • Experience supervising multiple properties, property managers, and site-level teams, including hiring and separation decisions.
  • Ability to operate within a centralized property management model and coordinate across functional departments.
  • Bachelor degree preferred, or equivalent operating experience.
  • Valid driver license, vehicle insurance, and reliable transportation.

Preferred Qualifications

  • Yardi Voyager experience, including reporting and system administration exposure.
  • Experience managing a combination of multifamily, commercial, mixed-use, and industrial/flex assets.
  • Experience building standardized takeover and stabilization playbooks.
  • Familiarity with centralized leasing, maintenance, resident services, and shared services models.
  • Experience supporting a rapidly growing or acquisition-oriented property management platform.
  • CPM, RPA, or CAM certification.
  • Bay Area market experience, including Oakland and Berkeley rent control ordinances.

Job Requirements

  • Full-time, exempt. In-person role based in Oakland with regular travel across the assigned portfolio.
  • Standard schedule Monday through Friday, with availability as required to meet operating and transition demands.
  • On-call availability for property emergencies within the assigned portfolio.
  • Occasional evening or weekend work during takeovers, lease-up, and stabilization periods.
  • Background check and driving record verification required.

Performance Milestones

The following milestones define the expected progression from onboarding through full portfolio accountability. The President reviews them at each interval, and they are separate from the KPI measures above.

Establish working relationships with site teams, the other Regional Property Managers, and functional leaders. Own the commercial and industrial/flex function. 6 Months

Document commercial and flex operating standards and implement them. Delinquency and occupancy performing to target. Correct the staffing model at every assigned property, with gaps either filled or on an approved plan. First version of the ArtHaus takeover playbook complete. Budget process led without escalation.

1 Year

Sustained achievement against all four KPIs. Lead at least one property takeover end to end, meeting stabilization targets. Bench strength identified and in development at the Property Manager level. Documented improvement in recoverable and ancillary income within the assigned portfolio.

18 Months

Portfolio performing consistently and positioned to absorb additional assets without added leadership layers. Takeover playbook proven across multiple transitions. Commercial operations running as a defined ArtHaus service line. Demonstrated readiness to lead a larger property management organization as the structure develops.
