### Position Overview

The Project Engineer & Estimator plays a dual role supporting both the preconstruction and active project phases of commercial, industrial, heavy civil, or infrastructure construction projects. This position is responsible for developing accurate cost estimates, preparing bids, supporting proposal development, and providing technical and administrative support during project execution. The role bridges estimating and field operations by ensuring estimates are constructible, costs are tracked against budgets, and project documentation, scheduling, and coordination support successful delivery. The ideal candidate combines strong analytical and quantitative skills with practical construction knowledge, attention to detail, and the ability to collaborate effectively with project managers, superintendents, subcontractors, suppliers, and clients.


### Key Responsibilities


**Estimating & Preconstruction**

- Prepare detailed quantity takeoffs and cost estimates for labor, materials, equipment, subcontractors, and general conditions using plans, specifications, and project documents.

- Analyze drawings, specifications, geotechnical reports, and addenda to identify scope, risks, constructability issues, and value-engineering opportunities.

- Solicit, evaluate, and level subcontractor and supplier bids; develop bid packages and maintain subcontractor/supplier relationships.

- Develop conceptual, schematic, design-development, and hard-bid estimates as required.

- Prepare bid proposals, including pricing summaries, clarifications, exclusions, and supporting documentation.

- Maintain and update historical cost data, unit prices, labor productivity rates, and estimating databases.

- Participate in pre-bid meetings, site visits, and bid strategy sessions.

- Support value engineering, alternate pricing, and negotiation efforts.


**Project Engineering & Construction Support**

- Assist Project Managers with project setup, including budgets, schedules, submittal logs, RFI processes, and change order tracking.

- Review and process RFIs, submittals, shop drawings, and change orders; coordinate responses with design teams and field staff.

- Track project costs against the estimate/budget; prepare cost reports, forecasts, and variance analyses.

- Support development and updates of project schedules (preferably using tools such as Primavera P6 or Microsoft Project).

- Coordinate with field superintendents on constructability, sequencing, material deliveries, and progress tracking.

- Assist with pay applications, quantity verification, and documentation for owner billings.

- Help manage project closeout activities, including as-builts, punch lists, warranties, and final documentation.

- Identify and help mitigate project risks related to cost, schedule, quality, and safety.

- Maintain organized project files and ensure compliance with company processes and contractual requirements.


**General / Collaborative Duties**

- Communicate clearly and professionally with internal teams, clients, architects/engineers, subcontractors, and vendors.

- Contribute to continuous improvement of estimating and project controls processes, templates, and tools.

- Support mentoring of junior staff or interns when applicable.

- Uphold company safety culture and promote safe work practices on job sites.

- Perform other related duties as assigned to support successful project delivery.


### Required Qualifications

- Bachelor’s degree in Civil Engineering, Construction Management, Construction Engineering, Architecture, or a closely related field (or equivalent combination of education and substantial relevant experience).

- 2–5+ years of progressive experience in construction estimating, project engineering, project controls, or a combination of both (exact experience level may vary by seniority of the role).

- Strong proficiency in reading and interpreting construction drawings, specifications, and technical documents.

- Demonstrated experience performing quantity takeoffs and preparing detailed construction cost estimates.

- Working knowledge of construction means, methods, sequencing, and typical trade work (earthwork, concrete, structural, MEP, finishes, etc., depending on market sector).

- Proficiency with estimating software (e.g., Bluebeam, On-Screen Takeoff, PlanSwift, HeavyBid, Estimator, or similar) and Microsoft Office Suite (advanced Excel skills strongly preferred).

- Familiarity with project management and document control tools (e.g., Procore, Autodesk Construction Cloud/BIM 360, Primavera P6, MS Project, or equivalent).

- Solid understanding of construction contracts, change order processes, and basic project accounting/cost coding.

- Strong analytical, organizational, and problem-solving skills with high attention to detail.

- Excellent written and verbal communication skills.

- Ability to manage multiple priorities, meet deadlines, and work effectively both independently and as part of a team.

- Willingness to visit job sites as needed and work in a fast-paced construction environment.


### Preferred Qualifications

- Prior experience in both estimating and project engineering roles (or a hybrid position).

- Experience with commercial, industrial, heavy civil, infrastructure, or specialty construction markets relevant to the company.

- Knowledge of local market conditions, labor rates, material pricing, and subcontractor base.

- Experience with Building Information Modeling (BIM) coordination or 3D model-based quantity takeoff.

- Professional Engineer (PE) license, EIT/FE certification, or progress toward professional credentials (helpful but not always required).

- OSHA 10 or OSHA 30 certification; additional safety training a plus.

- Experience supporting hard-bid, negotiated, design-build, or CM-at-Risk delivery methods.

- Familiarity with prevailing wage, union, or public-works bidding requirements (if applicable to the company’s work).

### Working Conditions

- Primarily office-based with regular job-site visits for quantity verification, progress assessment, meetings, and constructability reviews.

- Occasional extended hours during bid deadlines, project peaks, or critical milestones.

- Exposure to typical construction site conditions (uneven terrain, weather, noise, active equipment) when in the field; appropriate PPE required.

- May involve travel to project sites within the company’s geographic market.


### Physical Requirements

- Ability to sit for extended periods while performing computer-based estimating and documentation work.

- Ability to walk job sites, climb stairs/ladders as needed, and occasionally lift or carry materials up to 25–40 lbs.

- Visual acuity sufficient to review detailed drawings and digital documents.
