FreeFrom is a national organization founded in 2016 and based in Los Angeles, whose mission is to dismantle the nexus between gender-based violence and financial insecurity. FreeFrom believes in the creativity, resourcefulness, and power that each survivor has to achieve financial independence and to build communities that support individual, intergenerational, and collective healing. We also believe that gender-based violence is a systemic problem in our society which we are severely lacking the infrastructure to address. FreeFrom’s work is to create that infrastructure, by:

  • growing the capacity of the anti-violence movement;
  • supporting survivors with emergency cash grants and our Savings Matching Program;
  • building tech resources for survivors;
  • creating peer networks that facilitate survivors’ collective power building;
  • changing existing laws and advocating for the passage of new, survivor-centered laws at the state and federal level;
  • expanding the data and research that exists to support the field;
  • and bringing in employers, banks, and other institutions as part of the ecosystem working to support survivors’ financial security and safety.

About the position 

FreeFrom is looking for a State Policy and Advocacy Specialist to take our systems change and strategy work to the next level. An ideal applicant is a passionate policy advocate with experience working at the local, state, or federal level, who is ready to reimagine how state and local governments can and should support survivors of gender-based violence. The State Policy and Advocacy Specialist should be a strategic and creative thinker, able to identify new and innovative approaches to build the momentum necessary to create lasting support for survivors. The State Policy and Advocacy Specialist should enjoy building relationships and working with decision-makers and other advocates. The State Policy and Advocacy Specialist should also thrive in a fast-paced and nimble environment, and be ready and willing to iterate approaches where needed.

Essential Responsibilities

  • Support State Policy and Advocacy Strategy
    • In collaboration with the State Policy and Advocacy Manager, co-design and implement a policy and advocacy strategy responsive to the priorities and needs identified by survivors of gender-based violence, focusing on long-term financial security.
    • Analyze relevant state legislation, policies, and regulations that impact survivor financial security identified and recommended by the Policy Research Specialist, and recommend advocacy opportunities to the State Policy and Advocacy Manager.
    • Identify, research, and monitor municipal and local legislative and administrative activity across states aligned with policy categories.
    • Track legislative calendars and developments, and maintain organized, up-to-date records of policy activity across local and state governments.
    • In collaboration with the State Policy and Advocacy Manager, co-design the development of resources and materials to advance a state policy strategy.
    • Engage survivors as part of FreeFrom’s broader systems change strategy.
    • Conduct outreach and coordinate with policy partners, coalitions, and stakeholders to maintain existing relationships and build new relationships.
    • Conduct research and contribute to drafting legislative and regulatory language, as well as policy summaries and briefs, by analyzing developments in policy and assessing effectiveness.
    • Distill complex policy information into accessible content for general audiences, including social media and other communications.
    • Evaluate policy developments and identify emerging best practices in survivor-supportive policy.
    • In alignment with FreeFrom’s state advocacy strategy and in coordination with the State Policy and Advocacy Manager, develop advocacy proposals that advance identified policy priorities.


  • Support Partner Engagement and External Communications
    • In coordination with the State Policy and Advocacy Manager, engage in relationship management with policy partners, coalitions, and stakeholders by fielding requests for support, participating in coalition meetings, and providing updates on relevant FreeFrom activities.
    • Prepare materials for external meetings, presentations, events, and other organizational outputs, as needed.
    • Identify opportunities for collaboration that align with FreeFrom’s mission and policy priorities, and recommend strategies for engagement.
    • Support external communications efforts that advance policy goals and increase visibility of FreeFrom’s work.
  • Support Systems Change Strategy Through Cross-Team Collaboration
    • Support implementation of impact and evaluation efforts for systems change projects and programs, including by tracking metrics.
    • Contribute to report development, including research, drafting, and editing support.
    • Assist in coordinating project timelines and deliverables across teams.
    • Support broader systems change goals and initiatives as needed.


  • Support Internal Coordination and Communication
    • Collaborate with cross-functional teams to support project execution, communications, and strategy alignment.
    • Assist in coordinating marketing and outreach efforts, including social media campaigns and webinars.
    • Provide regular updates to the State Policy and Advocacy Manager and leadership.
    • Support fundraising efforts through timely contributions of insights, data, and project materials.


  • Engage in Continued Learning and Field Awareness
    • Continuously learn from developments by monitoring legislative, regulatory, and field trends impacting survivor financial security.
    • Continuously build knowledge of policy approaches across states and at the national level.
    • Learn from survivor leaders, partners, and emerging best practices to strengthen policy analysis and tool development.
    • Contribute to team learning on how to leverage existing policies and systems to advance FreeFrom’s strategy.


Required Skills and Experience 

  • Required: 2 years in policy advocacy and / or strategy at the local or state-level, or a JD, MPP, or MPA. 
  • Ability to research, read, analyze, and critique policy language; including laws, policies, regulations, administrative rules, etc.
  • Ability to independently manage assigned work and adapt as policy developments and organizational priorities change 
  • Ability to make policy information accessible to broad audiences and translate technical policy into plain language 
  • Significant experience utilizing oral and written communication skills, including interpersonal, persuasive, and communicating complex policies in an accessible manner
  • Strong critical thinking and planning skills, with demonstrated ability to develop and improve advocacy approaches 
  • Self-directed and excited to work in a nimble, innovative environment
  • Ability to build collaborative working relationships across different perspectives, roles, and working styles 
  • Excellent organizational skills, with high accuracy and attention to detail
  • Ability to respond to time-sensitive matters, reprioritize work, and adapt approaches as policy developments and organizational priorities change 
  • Commitment to FreeFrom’s mission, innovation, and survivor-centered advocacy
  • Ability to communicate effectively with colleagues, partners, and external stakeholders, with or without reasonable accommodation

Working Conditions

This is a remote role with a flexible schedule designed to support diverse working styles and life circumstances. Remote work environments vary, and occasional distractions are normal. The expectation is to manage time effectively in ways that honor both personal needs and shared responsibilities, meet agreed-upon deadlines, maintain open communication, and collaborate with care and clarity.

We have a four-day work week, and occasional hours beyond a typical workday or workweek may be needed depending on organizational priorities. As much as possible, advance notice of these needs will be communicated early and often. Some travel may be requested for policy and advocacy needs, team retreats or in-person gatherings, with consideration for individual needs and preferences.

This role is primarily computer-based and involves extended periods of working on a computer, including using a keyboard and mouse and viewing a screen.
