What You'll Do

      Serve as technical lead and senior technical resource for an application-development team supporting a federal business-intelligence program.

      Provide architectural direction for the design, development, modernization, integration, testing, deployment, and maintenance of a multi-module application portfolio.

      Lead modernization of legacy applications (including Classic ASP) to modern .NET Core MVC architecture.

      Provide hands-on development and troubleshooting using C#, .NET/.NET Core MVC, JavaScript, Oracle, and SQL.

      Lead migration of on-premises applications into a government cloud environment (AWS GovCloud), including cloud-native and microservices approaches where appropriate.

      Lead DevSecOps practices and secure CI/CD pipelines, using GitHub and other approved development tools; ensure compliance with applicable security technical implementation guides (STIGs).

      Serve as Scrum Master: facilitate two-week Agile sprints, backlog refinement, demonstrations, and retrospectives; coordinate priorities with government stakeholders.

      Provide architectural oversight for applications built on an Oracle database, including complex SQL, stored procedures, and reporting integrations.

      Develop and maintain system architecture documentation and diagrams; support data governance, API, and (when directed) AI/ML initiatives in accordance with applicable federal governance principles.

What You'll Need

      Extensive professional experience designing, developing, and supporting enterprise web applications.

      Demonstrated experience as a technical lead, solutions architect, lead developer, or comparable senior technical role.

      Advanced proficiency in C# and .NET/.NET Core MVC.

      Strong experience with Oracle databases and SQL.

      Strong proficiency in JavaScript and modern web-development technologies.

      Experience architecting and modernizing legacy enterprise applications, including integrations and APIs.

      Experience with Agile software-development methodologies and providing technical leadership to development teams.

      Experience with GitHub or comparable source-code management tools.

      Knowledge of DevSecOps and CI/CD concepts, and secure software-development principles.

      Excellent written and verbal communication skills, including the ability to explain complex technical concepts to non-technical stakeholders.

Nice to Have

      Experience modernizing Classic ASP applications and migrating them to .NET Core MVC.

      Experience serving as a Scrum Master or Agile technical lead.

      Experience supporting DoD or other federal government information systems.

      Experience with AWS GovCloud or comparable government cloud environments.

      Familiarity with the federal Risk Management Framework (RMF) and system authorization processes.

      Experience implementing DISA STIGs and remediating cybersecurity findings.

      Experience with enterprise data architecture, APIs, and data-governance requirements.

      Experience implementing or integrating AI/ML capabilities within enterprise applications.

      CISSP or EC-Council Certified DevSecOps Engineer (ECDE) a plus for senior candidates.

Clearance, Screening & Certification Requirements

      Must be able to pass and maintain a favorable federal background investigation (Tier 1 or higher) prior to start; no active security clearance is required for this role.

      Must be eligible to work in the United States and clear E-Verify employment eligibility verification.

      Must obtain a CompTIA Security+ certification (or approved equivalent) within 6 months of start, per federal IT workforce qualification requirements.

      Must complete required federal security-awareness and information-assurance training within required timeframes as a condition of continued access to government systems.

Work Environment

      Remote position (U.S.-based); must be responsive to program stakeholders within required timeframes and available for occasional stakeholder meetings.

      All government information must be processed, stored, and transmitted exclusively on government-furnished equipment (GFE) — personal or personally owned devices may not be used for government data.

      Must be able to travel occasionally for short-duration program meetings, as required.
