We are seeking a motivated Construction Manager to join our team in support of an EHRM modernization project at the VA Medical Center in Pittsburgh, PA. This role reports to the Program Director and collaborates with VA client staff to support construction activities, generate reports, and serve as a client-side representative.


Responsibilities include:

·         Maintain accurate, revised, and actual dates in Capital Assets Project Tracking Report (PTR) the EHRM Design Construction section located in the Department of Veterans Affairs file share.

·         Assist with EHRM Project contract(s) that shall include modifications, Independent Government Estimate (IGE), Statement of Work (SOW), and funding documents (2237s) in the EHRM Documentation Section located in the Department of Veterans Affairs file share.

·         Maintain PTRs per Healthcare Environment and Facilities Program (HEFP), Special Engineering Projects (SEP) Guidance, and Project Tracking Report User Guide.

·         Perform re-design or potential future design development reviews as required by the Government to verify that the projects are designed in accordance with the approved scope of work, applicable codes, and within the project budget. When requested, participate in Project Reviews of the Project Directives (for establishing construction requirements), and provide professional, administrative, and clerical services to support Government during these Project Directive activities. Furnish COR with printouts of the comments pertaining to all reviews as made by various parties.

·         Review concepts/tentative, intermediates, pre-finals, and final drawings for each project for completeness and accuracy before printing shall be accomplished by the Government for any re-designs or potential future EHRM project designs. Reviews shall include at least one detailed technical review and one constructability review per submission. Prepare all submissions accurately, correctly, and with professional grade quality. Submissions containing errors in calculations, grammatical errors, mistakes in formats or other qualitative deficiencies are unacceptable.

·         Provide comments to COR in writing, relative to all reviews for each project. Collect comments from all reviewing parties into summaries (this will generally be limited to CM and Architect/Engineer (A/E)). Transmit summaries together with all comments to COR. Include recommendations regarding approvals of re-design or potential future EHRM project design phase submissions.

·         Advise COR and A/Es on availability of long-lead time items.

·         Provide input to A/Es on constructability, review A/E schedules and budgets, and submit comments to COR regarding feasibility.

·         Verify completed re-designs or potential future EHRM project designs comply with Government standards and scopes of work identified for the projects. Notify COR of any conflicts in the designs which cannot be resolved with A/Es.

·         Expeditiously analyze any shop and working drawings and advise A/Es on availability of labor and materials.

·         Provide timely advice to A/Es on cost reducing alternatives which can be employed without impairing the overall quality level of the projects and participate in all Value Engineering workshops.


Required Qualifications:

·         Working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including:

·         Federal construction management experience

·         Construction administration

·         Construction schedule monitoring and analysis

·         Daily field inspections and construction observation reporting

·         Quality assurance and quality control (QA/QC)

·         Testing and inspection coordination

·         Deficiency identification, tracking, and resolution

·         Submittal review and coordination

·         Request for Information (RFI) management

·         Change order review and construction contract administration

·         Monitoring and review of project budgetary cost accounting

·         Verification of contractor pay application review

·         Ability to read and interpret construction drawings, specifications, and contract documents

·         Completing as-built documentation and project closeout

·         Safety compliance monitoring (OSHA)

·         Strong written and verbal communication skills

·         Oversight of commissioning completion

·         Coordination with the COR, contractors, architects/engineers, and project stakeholders

·         Microsoft Office proficiency

·         Microsoft Project or P6 experience
