Taylor Construction Management is a Houston-based owner’s representative and project management firm, founded in 2011, with offices in Houston, Dallas, and Fort Worth. We work on the owner’s side of life science, industrial, and institutional programs, including long-running assignments with Texas public university systems.

About the role

We are looking for a senior specialist to build and run a contract compliance program for a privately developed advanced nuclear reactor project on a major Texas public university research campus. The developer operates under a long-term ground lease and a set of related agreements that carry obligations through construction, operation, and decommissioning. Our client, the university, needs to know at every point what the developer owes, whether it has been delivered, and whether it meets the requirement.

You will be the only TCM specialist on the assignment, so the reading, the register, the checklists, and the written procedures are yours. The Project Executive reviews your work and handles the client relationship. You will work closely with the client’s project manager and the university offices that approve each step.

This is agreement administration rather than construction management. The best person for it is precise, patient with dense documents, and comfortable telling a sophisticated counterparty that a submission does not meet the requirement.

What you'll do

•     Read every executed agreement, amendment, and exhibit and extract each obligation it creates, in both directions: responsible party, trigger, due date, acceptance criteria, approving office, and consequence of non-performance.

•     Build and maintain the obligation register, including decommissioning and site restoration commitments that run years past construction.

•     Develop stage-gate checklists the developer must satisfy before each operational milestone, following a format the client has already started.

•     Review past approvals against the register and identify anything that was missed.

•     Write the forms, templates, and standard operating procedure that let university staff run the process themselves.

•     Draft deficiency notices and correspondence for the client’s review and signature.

•     Run working sessions to train client staff on the tools, and report monthly on status and risk.

•     Refer contested contract interpretation to the client’s legal counsel rather than resolving it yourself.

Qualifications

Required

•     10 or more years in contract administration, compliance, project controls, or program management, with real accountability for contract performance.

•     A track record of working directly from long-form contract language, not summaries.

•     Experience building structured obligation or compliance registers from scratch.

•     Strong technical writing. Your documents will be relied on by attorneys and senior administrators.

•     Experience in a heavily regulated or contractually demanding environment, such as nuclear, utilities, energy, pharmaceutical, semiconductor, data center, or major public infrastructure.

•     The discipline to run your own week remotely without day-to-day supervision.

•     Bachelor’s degree in engineering, construction management, business, or a related field, or equivalent experience.

•     Eligibility to work in the U.S. and to pass background, export control, and restricted-party screening.

Preferred

•     Experience with ground leases, development agreements, easements, or research agreements.

•     Exposure to DOE or NRC-regulated facilities, or nuclear quality assurance.

•     Owner’s representative experience, or work for a Texas public university system or state agency.

•     CCM, PMP, CPCM, CFCM, or paralegal certification.

•     Familiarity with e-Builder or a comparable owner-side PMIS.

WORK ARRANGEMENT

The position is remote. Texas residence is strongly preferred, and you should be able to travel to the client campus in the Bryan–College Station area occasionally when a meeting calls for it. TCM provides your laptop, software, and phone. This is a direct, full-time TCM position with benefits.

Compensation is competitive for senior-level contract compliance work and will be discussed with finalists.
