National Guard Bureau (NGB) Training & Development Specialist

Location: Various locations in continental U.S. and Remote


Windwalker Group is seeking Training and Development Specialists to join its proposed team to provide NGB-J37 Joint Training Requirements Specialist (JTRS) Contract Support. Windwalker is soliciting resumes from qualified training professionals to submit with its proposal for this effort. If selected, candidates will also be asked to provide a commitment letter on Windwalker letterhead. (This is a requirement for proposal submissions.)


We are looking for training development and delivery professionals to provide support services to satisfy the overall objectives of the National Guard Bureau (NGB-J37) in performing Joint Training and Readiness Analysis. And provide Joint Training Requirements Specialists Subject Matter Experts (SMEs) to support the 54 States and Territories, JFHQ Staff, and other National Guard (NG) organizations that support domestic operations.


The successful candidate will have experience in:

  • The four phases of the Joint Training System
  • Instructing small group workshops at the Senior Leadership level
  • Joint Training Plan development
  • Conducting training classes on DoD systems (e.g. Defense Readiness Reporting System (DRRS), Joint Training Information Management System, Joint Lessons Learned Information System
  • Knowledge of Mission Training Assessments
  • Knowledge of Training Proficiency Assessments


SPECIFIC CONTRACT TASKS:

  • The Contractor shall conduct JFHQ-State support visits to provide joint training services. Services shall consist of preparing and conducting workshops and/or developing training to improve or enhance focus area for joint training readiness. The Contractor shall also prepare reports and briefing to share findings.
  • The Contractor shall use the most current CJCSI 3500 series guidance to assist the JFHQs- State with integrating the JTS into their training, exercise and planning processes
  • Conduct Joint Training System (JTS) and Joint Training Database of Record Support Visits.
  • Joint Training Plan (JTP) Process: The Contractor shall prepare a baseline or updated JTP process tailored to the internal needs of the command/organization and build upon the commander’s/director’s training guidance developed during the JTS Requirements Phase.
  • The Contractor shall create and present briefings with appropriate graphics for conferences, working groups and meetings that address issues including, Training Transformation, the Joint Operational Framework (JOF) readiness, personnel and/or operations across the DOTmLPF-P components (Doctrine, Organization, Training, material, Leadership and Education, Personnel, Facilities, and Policy),and the Joint Training System. Briefing and presentations shall be created via existing media sources/software programs (PowerPoint, Excel, Word, and Video). All products produced by the Contractor shall be reviewed by the J-37 Branch Chief/COR five (5) business days prior to distribution or presentation.
  • Consolidate, train, coordinate, and support the NGB with expert advice on training and support services of JFHQs-State/territory technology support systems.


REQUIRED QUALIFICATIONS:

  • Required to obtain a DoD Common Access Card (CAC).
  • Experience in Training Development and Instructional Coordination.
  • Experience in Military Training and Leadership.


PREFERRED QUALIFICATIONS:

  • A minimum of 5 years of experience in relevant fields.
  • Bachelor's degree or higher.
  • 5-10 years military experience.
