Position overview:

DLS Engineering (DLS) is seeking a full-time, remote Configuration Manager (Senior) in support of the United States Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). The Communications Product Line (COMPL) is part of C5ISC. COMPL provides sustainment and sustainment engineering support for a variety of communications systems. These systems are in all 13 USCG Districts and 37 Sectors, cover more than 42 thousand miles of coastline. These systems are located along all United States coastlines and navigable waterways, the U. S. territories of, Guam, Northern Marianas Islands, Puerto Rico, and the U. S. Virgin Islands.


This support includes maintaining system requirements and system performance levels as part of the Operations and Maintenance (O&M) phase of the system lifecycles associated with the following C5ISC systems:

  • Rescue 21 (R21) VHF Communication and Direction Finding including the following variants:
    • R21 Coastal
    • R21 Western Rivers
    • R21 Alaska
  • VHF/UHF and HF communications
  • MILSATCOM
  • Integrated Communications Systems

Professional sustainment support services include, but not limited to project/program support, supply and inventory management, configuration management, technical data management, property management, logistics analysis, and engineering analysis.


A day in the life:

  • Develop, implement, execute, and maintain the Configuration Management Plan for C5ISC product lines to include but not limited to the Communications Product Line and appropriate appendixes for Rescue 21 systems, VHF/UHF and HF communications, MILSATCOM, and Integrated Communications Systems asset lines.
  • Perform configuration identification of components, subsystems, systems, software, and higher-level assemblies (HLA’s) in accordance with approved Coast Guard, C5ISC, and Communications Product Line configuration management processes for assigned systems and/or assets.
  • Manage, maintain, and update configurations of components, subsystems, systems, software, and higher-level assemblies (HLA’s) in accordance with approved Coast Guard, C5ISC Service Center, C5ISC, and Communications Product Line configuration management processes for assigned systems and/or assets.
  • Update the Communications Product Line Configuration Manager and designated system engineers for NDS/Rescue 21 systems, VHF/UHF and HF communications, MILSATCOM, and Integrated Communications Systems of the status of proposed configuration changes from initiation to final disposition for assigned systems and/or assets.
  • Record, and report implementation status of approved changes as well as record and report affectivity and implement status of configuration changes to COMPL configuration manager, applicable system engineer, and asset managers. Monitor and assist with enforcement of the configuration change C5ISC-Communications Product Line Logistics Support process so that only approved and validated changes are incorporated into FLS, product documents, and related software. Assist project engineers with validating quality and completeness of configuration documentation.
  • Update all databases relevant to equipment configuration and technical documentation to include, but not limited to, Fleet Logistics System (FLS), Naval Engineering Technical Information Management (NE-TIMS), CG Logistics Information Management System (CG-LIMS) C5ISC Integrated Electronic Technical Management (IETM) system, and/or similar technical documentation management systems for assigned asset lines and systems.
  • Perform internal and support independent configuration audits to verify requirements of approved configuration baselines are met. Activities may include but are not limited to documentation audits, review of configuration audit reports performed by others, and actual performance of configuration audits of fielded systems.
  • Each configuration manager must process up to 5 contractor provided physical configuration audits weekly and may perform up to 100 independent physical configuration audits (PCA’s) annually. This activity must include assembly and study of available drawings, equipment lists, & engineering documentation.

When I read the below it sounds like me:

  • Must be a United States Citizen
  • Must Have 10 years of experience in the following programs: FLS, NESSS, WEBFLIS, FEDLOG, SFLC CENTRAL, SharePoint, and TEAMS.
  • A minimum of a bachelor’s degree in appropriate business or technical discipline, or equivalent field experience is required.
  • A minimum of 4 years’ experience in the development and maintenance of management plans, processes, and systems. Includes developing technical documentation detailing the design, development, testing, installation and maintenance of systems and processes, as well as advanced knowledge and experience with Microsoft Office 2016 applications (i.e. Excel, Word, Visio, and SharePoint).
  • Familiarity with government personal and real property management concepts, policy, procedures, and tools including Oracle Fixed Asset Module or similar.
  • Familiarity with government configuration management (CM), technical data management (TDM), and product line management (PLM) concepts, best practices, policy, processes, and procedures as well as tools including Fleet Logistics Systems (FLS), CGFIXIT, or commercial equivalents including CMPRO™, ARAS PLM™ s, BMC Remedytm, and the ANSI/EIA-649 Configuration Management Standard.
  • Familiarity with government logistics lifecycle engineering processes including CG Systems Engineering Life Cycle (SELC), DHS Systems Engineering Life Cycle (SELC), and the IEC 15288 Systems Engineering Standard.
  • Familiarity with government inventory management and accounting system to include Naval and Electronics Supply Support System (NESSS) or commercial equivalent for C5ISC supply chain management (SCM), transaction level accounting, and C5ISC logistics
  • Familiarity with industry, Coast Guard, and C5ISC obsolescence management, government supply policy, procedures, and processes.

The pay range for this role is:

70,000 - 72,000 USD per year (Remote (United States))
