112-Construction Manager Kerrville TX
About the role
The Opportunity
Peregrine Solutions is seeking an experienced Construction Manager to provide on-site construction management support to the Department of Veterans Affairs for Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Kerrville VA Medical Center. This is a two-year assignment (one base year plus one option year) on an active hospital campus that serves Veterans every day. You will be the VA's eyes and ears in the field, keeping contractors on schedule, on budget, and safe while protecting patient care. You bring healthcare construction experience and the credibility to oversee schedule, quality, cost, and documentation across multiple trades. You are as comfortable walking above-ceiling spaces and telecom rooms as you are running a progress meeting or building a change order package. This position is contingent upon contract award.
Key Responsibilities
Pre-Construction & Planning
- Review and monitor the contractor's schedule, milestones, critical path, and phasing; lead schedule review meetings
- Coordinate construction phasing with hospital operations, EHRM go-live requirements, and VA facility constraints
- Perform constructability and value engineering reviews of designs, materials, systems, and construction methods
- Manage submittal and RFI logs, flagging items that need escalation
- Track badging, site access, security, and safety documentation for contractor and subcontractor personnel
- Plan and lead pre-construction meetings with the VA, contractor, design team, and EHRM stakeholders
Construction Oversight & Quality
- Maintain daily diaries and logs; compare field progress to the contractor's schedule and report slippages with recommended corrective actions
- Inspect work in progress for compliance with drawings, specifications, and VA standards; document non-conforming work and track corrections to completion
- Monitor third-party testing and inspection, and commissioning activities including start-up, testing, O&M manuals, and training
- Observe contractor safety and infection control practices against VA, OSHA, and Joint Commission requirements; communicate deficiencies to the appropriate parties
- Coordinate owner-furnished equipment and maintain marked-up plans and specifications for as-builts
Cost Controls & Change Management
- Monitor project financials including funds, obligations, payments, and balances
- Review contractor cost proposals; prepare independent cost estimates and change order packages
- Support claims analysis when tasked, including time impact analyses, cost estimates, and findings of fact
- Keep thorough records to support timely resolution of issues and disputes
Meetings, Reporting & Close-Out
- Lead progress meetings; prepare agendas, minutes, action items, and decision logs
- Provide regular status reports to the VA; communicate risks before they escalate
- Coordinate close-out including punch lists, close-out documents, as-builts, warranties, and final acceptance
What You Bring
- Bachelor's degree in Architecture, Engineering, Construction Technology, or Construction Management with 3+ years of construction management experience, OR 10+ years of construction management experience in lieu of a degree
- Construction experience in an active healthcare setting required
- Working knowledge of building codes and Joint Commission requirements for healthcare facilities
- Knowledge of NFPA, NEC, ICC, ANSI, ASTM, and OSHA standards, as well as VA/VHA design guides and VA Master Specifications
- Ability to read and interpret drawings, specifications, and contract documents, and to inspect materials, workmanship, and system installations
- Strong written and verbal communication skills for correspondence, reports, official project records, meetings, and briefings
- Comfortable in an active hospital environment; daily site walks, mechanical rooms, and above-ceiling inspections are a core part of this role
- Availability for some nights, weekends, and holidays when work cannot occur during clinic hours
- Ability to pass a VA background investigation, including fingerprinting, and complete VA cyber security and privacy training at onboarding
- VA project experience strongly preferred; candidates with EHRM or IT infrastructure experience (telecom rooms, cabling, power, HVAC for IT spaces) will stand out
- OSHA 30 preferred; if not currently held, completion within 60 days of start is required
- Experience with ICRA and ILSM in occupied hospitals, Primavera P6 or MS Project, and CCM or PMP certification a plus
