The Opportunity

We are looking for a high-energy, detail-oriented Safety Manager to lead the health and safety initiatives for our Texas operations. This is a field-heavy leadership role; you aren't just writing manuals—you are on the front lines ensuring our crews return home safely every night. You will be the primary architect of our safety culture, overseeing compliance, training, and risk mitigation across all underground utility and telecommunications projects. This position reports to the Senior Safety Manager and represents an excellent opportunity to join an active, well-funded team and play a critical role in GRC’s growth.

Responsibilities

Safety Execution & Risk Mitigation:

  • Conduct regular, unannounced field audits to ensure compliance with OSHA, DOT, and customer or GRC internal standards.
  • Identify potential hazards in the pre-construction phase during site walk-throughs and develop specialized safety plans for high-risk crossings or complex utility environments.
  • Oversee the Job Safety Analysis (JSA) process and ensure all crews maintain rigorous traffic control (MOT) and excavation safety protocols in accordance with municipal requirements.
  • Ensure all third-party subcontractors operating on-site are fully compliant with GRC’s safety standards and OSHA requirements.
  • Support any and all construction and traffic control functions as needed to ensure safe and timely project completion.

Incident Management & Training:

  • Lead the full lifecycle of incident reporting, from initial on-site response and root- cause analysis to implementing corrective actions and final reporting.
  • Develop, update, and run drills for site-specific Emergency Response Plans (ERP), including protocols for severe weather, trench collapse, or utility strikes.
  • Design and deliver safety training programs, including New Hire Orientation, Toolbox Talks, OSHA 10/30, and Competent Person training for trenching and shoring.
  • Collaborate to enforce our Safety-First culture across all applicable job sites.

Regulatory Compliance & Fleet Oversight:

  • Act as the primary point of contact for OSHA inspections, insurance adjusters, and client safety representatives.
  • Oversee environmental compliance and hazards specific to regional construction, such as dust control mitigation, Stormwater Pollution Prevention Plans (SWPPP), and hazardous spill response.
  • Track and report on safety performance metrics and KPIs, including Total Recordable Incident Rates (TRIR), Days Away/Restricted or Transferred (DART), and Experience Modification Rates (EMR), presenting findings to upper management.
  • Partner with the fleet department to ensure all machinery and vehicles meet safety standards and that operators are properly certified and vetted.
  • Fulfill contractor safety representative’s responsibilities set forth in the manual and the Contractor’s HASP where applicable.

Education & Background:

  • Preferred: Bachelor’s degree in occupational health and safety, Construction Management, or a related field.
  • Preferred: Experience with directional drilling (HDD) safety and fiber optic installation hazards.

  • Provide proof of completion of FMCSA compliant 2-hour drug and alcohol reasonable suspicion supervisory training.
