Overview
The U.S. Geological Survey (USGS) delivers impartial science on natural hazards, natural resources, ecosystem health, and the impacts of climate and land‑use change. Its scientists develop tools and methods that provide timely, reliable Earth‑science information to the public.
The USGS requires non‑personal scientific and technical support to carry out its mission. Most work occurs on‑site, with some off‑site support as needed.
The Midcontinent Region (MCR) spans 13 states and includes 10 science centers, over 50 locations, and more than 100 laboratories. MCR research focuses on aquatic invasive species, water quality and availability, wildlife disease, and habitat restoration.
The Central Midwest Water Science Center (CMWSC) provides streamflow, water‑quality, water‑use, and groundwater data for Illinois, Iowa, and Missouri. It conducts long‑term monitoring and targeted investigations on groundwater availability, flooding, sedimentation, and contamination to support federal, state, and local decision‑making.
Within the Water Mission Area, the Decision Support Branch is developing the National Water Availability Data Companion (NWDC), a national platform for modeled water‑supply and water‑use information. Support activities include user engagement, interface design, prototyping, and maintaining cloud‑based data pipelines.
The National Water Quality Laboratory (NWQL) and Earth System Processes Division provide specialized laboratory and scientific services that support nationwide water‑science decisions, operating mission‑critical labs in Denver and Boulder, Colorado.
Place of Performance
The Program Manager shall perform science and technical support services at USGS science centers and other locations within the Mid-Continent and the Laboratory and Analytical Services Division.
Hours of Operation
The Program Manager will generally perform all work Monday - Friday, between the core hours of 6:00 a.m. - 7:30 p.m. Services are performed on-site, Situational teleworking may be approved on a case-by-case basis with Government approval.
Any Hours Outside of Normal Schedule Requires Prior Approval from Montech and Government:
· Teleworking is not permitted.
· On-site work performed outside the normal workdays and core hours specified herein is subject to prior approval. Building access outside the normal workdays and core hours may be limited.
· Any hours over 8 per day, or 40 hours per week are considered overtime. This is not authorized without prior approval.
Summary of Responsibilities
The Program Manager oversees all aspects of contract and task‑order execution, ensuring requirements are delivered on time and within scope. This role manages staffing and recruiting efforts, monitors team performance, and serves as the primary POC for Government stakeholders, including the CO and COR. The Program Manager tracks schedules, deliverables, and overall contract performance, while reviewing task orders to determine appropriate staffing levels, timelines, and level of effort needed to meet mission objectives.

Qualifications
Qualified Program Manager must have experience managing federal contracts, preferably IDIQ and task‑order efforts and leading technical, scientific, or IT support teams. A strong background in program and project management, staff management and recruiting, and client coordination is essential. Candidates must be capable of managing work of similar size and scope, be fully trained and technically proficient, and meet eligibility requirements for a federal background investigation.
Montech inc. is seeking an experienced Program Manager to support the United States Geological Survey (USGS). The Program Manager will oversee federal contracts, including IDIQ and task‑order–based work, and lead multidisciplinary teams providing technical, scientific, and IT support. The ideal candidate has a strong background in program and project management, staff leadership, recruiting, and client coordination. This role requires demonstrated experience managing diverse organizations that include management, technical, and administrative functions, as well as direct engagement with senior government officials. The Program Manager must possess excellent written and verbal communication skills, the ability to meet deadlines and perform effectively under pressure, and a thorough, detail‑oriented understanding of federal contract operations.
Security
Employment is contingent upon the ability to pass the pre-employment drug test, background check, and Federal security investigation per required level with the U.S. Government (Public Trust).
