The Open Government Partnership (OGP) was formed in 2011 by governments and civil society organizations seeking new ways of working together to make societies more transparent, accountable, inclusive, and participatory.


OGP has grown over its first decade into a global effort of close to 200 national and local governments, thousands of civil society organizations, and many others. 


The OGP community is made up of thousands of relentless, creative, and inspiring trailblazers, innovators, and deeply committed reformers striving to make a difference. 


About the role


Preferred location: Indonesia or the Philippines. Other locations within the Asia-Pacific region may be considered on a case-by-case basis, depending on local regulations.

  • In consultation with Chief Country Support and Country Support Director, develops and implements OGP's overall strategy for the region, including prioritization, approach to servicing, positioning within regional fora, networks and trends, and developing  appropriate value propositions for the region. 
  • Monitors major political, social and economic trends in the region and identifies windows of opportunity for OGP to be leveraged as a platform for advancing ambitious reforms or preventing backsliding.
  • Facilitates and supports expansion and in some cases manages regional alliances and partnerships to support open government reforms and reformers in the region, and to reinforce open government values and principles in priority regional processes and fora.
  • The Lead represents OGP at high level public and political events and meetings. Leads on regular updates from the region to the Steering Committee and the Support Unit, and liaises with relevant teams to mobilize Steering Committee, Envoy and Ambassador support for outreach and engagement.
  • The Lead provides direct country support to a set of countries.

What you'll do


Regional Strategy and Team Coordination 

  • In consultation with Chief Country Support and Country Support Director coordinates with colleagues on developing and implementing of OGP's overall strategy for the region, including prioritization, approach to servicing, positioning within regional fora, networks and trends, and developing  appropriate value propositions for the region. 
  • Works with the team to secure a strategic approach to country support in the region. This includes long term planning, implementation and monitoring of the regional strategy. 
  • Prepares materials and coordinates for high level Excom member visits in the region and participation in events. 
  • Conducts country visits to engage with stakeholders.

Regional Program Delivery 

  • Represents OGP in the region, including high level engagement at Ministerial and heads of organizations’ levels in country visits (primarily for countries they manage), global/regional meetings and third-party events
  • Leads on strategic multilateral, thematic and cross-country partnerships and fundraising efforts to support OGP activities in the region
  • Leads on overall strategy, objectives and high-level outreach for regional OGP and partner events
  • Leads on creating opportunities for governments and civil society in the region to share experiences, tools, and resources on designing and delivering open government reforms, in coordination with relevant Support Unit teams and thematic partners.

Member Support 

  • In a subset of countries, they lead on and provide advice and support to governments, civil society, and partners in select national and OGP Local members in using OGP to advance ambitious open government reforms through action plans and beyond.
  • Supports members in meeting OGP rules and requirements, and in engaging with regional and global activities of the Partnership. 
  • Supports members in linking global-national-local commitments on open government and using OGP as an implementation mechanism. 
  • Monitors major political, social and economic trends in the countries and identifies windows of opportunity for OGP to be leveraged as a platform for advancing ambitious reforms or preventing backsliding.
  • In close coordination with country and local stakeholders, identifies and pursues opportunities to advance OGP’s strategic goals, in a subset of priority countries. This includes opportunities for: building and supporting reformers, mainstreaming open government at all levels and branches of government, fostering stronger national-local collaboration on reforms, advancing the Open Government Challenge, and gathering and disseminating the stories, evidence and data needed to promote open government.
  • Maintains and expands relationships with key actors who are or should be part of the open government ecosystem in member countries, including with funders and partners to help mobilize financial and technical resources for country stakeholders.


Other duties as assigned

  • Secures country contributions from OGP members
  • Contributes to quarterly and annual reporting and learning and evaluation activities.
  • Contributes to knowledge management and documentation activities
  • May lead or assist in the procurement of contracts as part of team objectives
  • Leads on other organizational projects from time to time.


Qualifications


Advanced degree in a relevant field preferred; bachelor's degree required  (e.g. public administration, development, political science, law or international relations).


Experience Requirements


●  A minimum of 8 years experience in governance, focusing on transparency, accountability, participation and open government reform, ideally within the Open Government Partnership (OGP) context.

●  Experience working with regional institutions is desirable.

●  Excellent communications skills, including writing, public speaking and facilitating meetings.

●  Familiarity with civil society networks and experts working on governance issues across a range of sectors.

●  Willingness to travel up to 35 percent of the year.

●  Must be fluent in English, fluency in other languages from member countries in the region desirable based on region/countries supported.

●  Track record working with senior leaders in civil society organizations, governments, and/or multilateral institutions on open government, transparency, accountability, and citizen engagement issues.

●  Strong track record on working effectively with a range of diverse stakeholders from diverse contexts/cultural backgrounds, including senior-level national government, civil society, parliament, funders, international cooperation and/or the private sector;

●  Track record of representing organizations regionally or globally.

●  Demonstrable experience leading on the organization of training workshops and events at a regional and global level desirable;

●  Demonstrable in-country work experience across the region desirable (e.g. lived and worked);

  • Understanding of policy, development and socio- political processes, especially on region/countries supported.
  • Proven ability to manage a complex set of priorities and multiple projects simultaneously and independently.
  • Strategic thinking and leadership, detail-oriented and precise, but with the ability to step back and see the big picture
  •  Exceptional interpersonal skills, including relationship and partnership building, communication skills, and coaching experience
  • Self-directed intrinsically-motivated, with an ability to work with minimal supervision
  • Can drive global-national-local action and deliver reforms at country level in numerous contexts.
  • Ability to facilitate multi stakeholder processes.
  • Strong oral and written communication skills.
  • In-depth knowledge of political issues and trends in the region.
  • Demonstrating core OGP values of honesty, humility, integrity, transparency, accountability and inclusiveness.

The pay range for this role is:

86,000 - 94,000 USD per year (Remote)
