Location: Indonesia or the Philippines *Applicants must have a valid work permit for one of these two countries

About the role

  • The Program Officer will report to the Regional Lead, Asia-Pacific and will be part of the Country and Local Programs team of the OGP Support Unit. They will support organizationally agreed regional priorities and activities. 


What you'll do

  • The Program Officer works under the guidance of the Regional Lead, Asia and Pacific, supporting activities that are part  of OGP’s annual work plan for the region. This typically includes:
  • Providing support to members in the region, with particular focus on Australia, New Zealand, Indonesia, Philippines, Maldives, Mongolia, South Korea, Papua New Guinea and Timor Leste. 
  • Assisting governments, civil society and other key actors in using OGP to accelerate progress on transparency, public accountability and civic participation reforms and make progress on the Open Government Challenge, through the OGP action framework and beyond. 
  • Supporting peer exchange and learning between members (within the region and beyond), encouraging them to forge and lead coalitions and networks in advancing OGP’s priority themes. 
  • Supporting coordination with other teams across the organization to ensure alignment in programmatic strategies and activities for the region.

Member Support (60%)

With the support of and under guidance from the Regional Lead,

  • Provides advice and support to governments, civil society, and partners of selected national and in using OGP to advance ambitious open government reforms through action plans, and beyond.
  • Supports members in meeting OGP rules and requirements, and in engaging with regional and global activities of the Partnership. 
  • Supports members in linking global-national-local commitments on open government and using OGP as an implementation mechanism. 
  • Monitors major political, social and economic trends in the countries and identifies windows of opportunity for OGP to be leveraged as a platform for advancing ambitious reforms or preventing backsliding.
  • Identifies and pursues opportunities to advance OGP’s strategic goals, in a subset of priority countries, in close coordination with country and local stakeholders. This includes opportunities for: building and supporting reformers, mainstreaming open government at all levels and branches of government, fostering stronger national-local collaboration on reforms, advancing the Open Government Challenge, and gathering and disseminating the stories, evidence and data needed to promote open government. 
  • Maintains and expands relationships with key actors who are or should be part of the open government ecosystem in member countries, including with funders and partners to help mobilize financial and technical resources for country stakeholders for their open government  reforms.

Regional Program Delivery (30%)

Under the guidance of the Regional Lead, 

  • Supports peer exchange and learning activities and events within the region, and across regions.
  • Aids the management and expansion of regional alliances and partnerships
  • Supports OGP Regional Meetings and the OGP  Global Summit, in collaboration with OGP’s events team, as needed.
  • Represents OGP at external events and meetings, as required, and in line with the above responsibilities.

Other Responsibilities (10%)

Supports the Regional Lead and the APAC team in

  • Securing country contributions from OGP members
  • Contributing to quarterly and annual reporting and learning and evaluation activities.
  • Contributing to knowledge management and documentation activities
  • Procurement, documentation and reporting on regional contracts and grants.



Qualifications


Undergraduate degree in a related field (e.g., public administration, development, political science, law, etc.)  or equivalent relevant experience.


Experience Requirements


  • At least 5 years’ experience working with civil society organizations and/or government, preferably on issues related to open government or thematic sectors like public service delivery, anti-corruption, justice etc. 
  • Experience working on issues related to open government, transparency, accountability, and citizen engagement and government responsiveness is desirable.
  • Experience working with diverse stakeholders, across government, civil society and other communities. 
  • Experience and track record of working effectively with partners and colleagues from diverse contexts, cultural backgrounds, with different communication styles, etc.
  • Experience of coordinating and working across departments and across topics.
  • Work experience building civil society coalitions, brokering technical cooperation and partnerships, and organizing training workshops and events is also desirable.

  • Can manage a complex workload, set clear goals, and deliver outcomes, including in tight time frames.
  • Can drive global-national-local action and deliver reforms at country level in numerous contexts.
  • High emotional intelligence, able to develop trusting relationships with diverse stakeholders from different backgrounds
  • Ability to patiently and diplomatically forge consensus between diverse stakeholders on strategic governance issues
  • Ability to advise and guide reformers toward meeting their goals
  • Ability to facilitate multistakeholder processes
  • Strong oral, writing and communication skills for crafting strong messages to partners, governments, colleagues, including writing, public speaking and facilitating meetings - with a variety of stakeholders at a broad range of seniority. 
  • In-depth knowledge of political issues and trends in the region.
  • Familiarity with civil society and government networks and experts working on governance issues across a range of sectors.
  • Demonstrating core OGP values of honesty, humility, integrity, transparency, accountability and inclusiveness.  
  • Willing to travel up to 30 percent of the year.
  • Fluent in English
