The HR Compliance & Operations Generalist ensures INFRA and its member organizations are “buttoned up”, legally compliant, operationally consistent, and supported by solid HR practices and policies. This role bridges the technical HR functions that protect INFRA and its members, such as handbooks, leaves, and investigations, with the education and support that strengthen member capability and confidence. This position focuses on regulatory accuracy, legal readiness, and HR operational excellence across both INFRA and the member community, collaborating closely with INFRA’s P&C, field, and programs leads. What you will own and improve:
Compliance, Policy & Legal Readiness
- Maintain INFRA’s and member-facing HR systems of record, documentation, and policy frameworks to ensure compliance and consistency.
- Monitor, interpret, and communicate federal and state HR regulatory changes.
- Update handbooks, policies, and templates to maintain compliance in all states.
- Partner on escalations requiring legal guidance.
- Serve as internal resource for Field Team and Member Advisors on HR compliance needs.
- Success looks like: INFRA and participating members consistently meet regulatory standards, and staff have confidence in policies, processes, and compliance updates.
Leave Administration & Accommodations
- Ensure accurate, timely, and compliant leave and accommodation administration for INFRA employees; support field teams in advising member stores on process frameworks.
- Oversee all leave of absence (LOA), FMLA, and ADA accommodation processes.
- Maintain templates and forms for consistent application of leave policies.
- Serve as point of reference for field advisors when members request support materials for leave or accommodation processes.
- Train INFRA managers and support educational content for member-facing materials.
- Success looks like: Leave and accommodation requests are handled seamlessly and compliantly; members have access to accurate tools and models.
Employee Relations
- Provide neutral, consistent structure for employee relations processes and documentation.
- Lead or advise on internal investigations, ensuring fairness, compliance, and documentation integrity.
- Maintain confidentiality, consistency, and documentation standards.
- Partner with P&C team for coaching-based interventions.
- Develop member-facing resources on investigations, progressive discipline, and documentation.
- Success looks like: INFRA maintains a trusted, equitable ER process; members gain clarity and confidence through modeled resources and templates.
Compliance Training & Education Content
- Develop and deliver training and education that strengthens INFRA and member HR foundations.
- Create expertise-related content for marketing and educational platforms.
- Collaborate with MarCom and Field Teams to make compliance education accessible and repeatable.
- Success looks like: Compliance content is engaging, approachable, accurate, timely, and accessible to both INFRA staff and members.
Improvement and Analysis:
- Establish, track, and analyze organizational KPIs
- Continually improve processes, practices, and procedures
- Stay on top of business and HR trends, keeping INFRA and our membership informed and ahead of the game.
Key initial projects:
- Support the Member HR Education & Services initiative by ensuring compliance topics (handbook, postings, training, legal updates) are covered in annual curriculum.
- Finalize annual topic calendar and supporting material plan
- Process and procedure creation for INFRA and members
- Partner to create organizational HR assessment tool
What you already know:
- 3-5 years of progressive experience with people operations/HR, with a strong focus on compliance, employee relations, and policy administration.
- Bachelor’s degree in Human Resources, Business Administration, or related field (PHR/SPHR preferred).
- Deep knowledge of FMLA, ADA, wage and hour, and multi-state employment law required
- Experience in retail, grocery, or food industry preferred
- Teacher and learner. Experience educating others, creating and delivering HR training content. Eager to translate complex HR topics into approachable education. Exceptional writer.
- Yes-first attitude balanced with the ability to juggle multiple projects at once and prioritize competing interests without compromising quality or connectedness.
- Lover of technology and curious with excellent computer skills. Proficiency with Microsoft Office365, Microsoft Teams or Slack. Experience with SAAS systems such as Applicant Tracking Software, HRIS, Employee Engagement platforms, or Learning Management Systems.
- Creative and comfortable with embracing ambiguity, using flexibility and structure where needed to adapt to changing needs of a growing company.
- Someone who loves to document and finish things with high degree of consistency and accuracy., and is also energized by the dream of what the next iteration could be.
- A curiosity about your craft that leads you to proactively seek out best practices from your peers and professional network.
- Dynamic communicator and calm under pressure. Balance of empathy, directness, professionalism and tact when managing sensitive or confidential situations.
*Travel up to 10% is required for this position.
