The Finance Sr Manager, Program Controls owns all aspects of program financial management for the Integrated Solutions vertical. This leader is accountable for the accuracy and integrity of program financial forecasts, Estimates at Completion (EACs), Latest Revised Estimates (LREs), variance analysis, and division-level financial metric reporting. The role partners directly with Program Management, Contracts, Supply Chain, Engineering, and Corporate Finance to deliver programs on cost and on schedule while maintaining full compliance with FAR, DFARS, and CAS.

The successful candidate will not manage from a distance — they will get into the data, challenge assumptions, and drive resolution across functional boundaries.

Essential Job Functions:

•  Lead the monthly forecasting cycle for all division programs, including revenue, cost, margin, cash, and headcount projections.
• Own the quarterly EAC process as required by policy and contract, ensuring EACs are supported by defensible cost and schedule assumptions, documented rationale, and appropriate risk and opportunity assessment.
• Direct the monthly LRE process, including bottoms-up review with Control Account Managers and Program Managers, and reconciliation to the approved baseline.
• Deliver monthly and quarterly financial metric reporting to division and corporate leadership, including program profitability, margin trends, unbilled and cash performance, EAC movement, and risk exposure.
• Support revenue recognition under ASC 606, including percentage-of-completion assessments and profit adjustments tied to EAC changes.
• Provide financial leadership on program reviews, gate reviews, proposals, and contract negotiations across CPFF, CPIF, CPAF, FFP, and T&M contract types.
• Drive division compliance with FAR, DFARS, and CAS, including consistency with the company's CAS Disclosure Statement and cost accounting practices.
• Ensure program financial processes comply with corporate EAC/LRE policy, EVMS system description requirements, and internal control standards.
•  Support DCAA and DCMA audits, business system reviews, and Integrated Baseline Reviews (IBRs).
• Ensure proper application of indirect rates, unallowable cost segregation, and timekeeping and labor charging discipline.
• Build, lead, and develop the division's program controls team as business continues to scale; set expectations, coach performance, and grow bench strength.
• Standardize program controls processes, reporting templates, and cadence across the division.
• Act as a trusted business partner to the Vertical Executive Vice President and Program Managers, providing objective financial insight that shapes program decisions.
• Identify and implement process and system improvements that improve forecast accuracy and reduce cycle time.

Required Qualifications:

• Bachelor's degree in Accounting, Finance, Business, or related field.
• 10+ years of progressive finance experience, with a minimum of 5 years in program finance or program controls within the defense or government contracting industry.
• 3+ years of demonstrated people leadership experience.
  Working knowledge of FAR, DFARS, and CAS, and experience applying them in a program environment.
• Demonstrated ownership of EAC and LRE processes on major programs.
  Strong Earned Value Management (EVM) experience, including variance analysis and reporting on EVMS-compliant programs.
• Experience with a government-compliant ERP (Deltek Costpoint, Unanet, SAP, or equivalent) and advanced Excel skills.
• U.S. person status as defined under ITAR/EAR.

• MBA, CPA, CDFM, or EVP certification.
• Experience supporting DCAA/DCMA audits and business system reviews.
• Experience with CAS Disclosure Statement preparation or maintenance.
• Active clearance at the [Secret/Top Secret] level.
• Proposal pricing and negotiation experience.
