About the Role

Pearl is a mission-driven Certified B Corp building the first national home performance rating system and registry for U.S. homes - like a FICO score for homes. Our platform makes the invisible qualities of a home - its safety, comfort, resilience, and energy - visible, measurable, and financially valuable.


When Pearl succeeds, home performance data will sit at the center of how trillions of dollars move through the housing economy - powering smarter lending, fairer insurance, and higher resale value for efficient homes. Buyers will know what they’re getting. Owners will be rewarded for upgrading & transparency. And the market itself will help accelerate the clean-energy transition


We are looking for a Vice President of Public Programs to join our dynamic, supportive team. This position has the ability to work remotely from anywhere in the United States.

Pearl’s overall goal is to partner with all public programs in the U.S. such that every time a home is built or improved to standards set by a public entity, and/or with public support, the data about that home is made public on Pearl’s registry.


Your mission as the Vice President of Public Programs will be to provide the leadership necessary for Pearl to achieve this goal by positioning itself as the leading provider of home performance services to the full range of public entities, including states, municipalities, and utilities.  In consultation with Pearl’s leadership team, the VP will develop and will oversee successful execution of a plan to integrate Pearl’s SCORE, certification, modeling, and other analytic tools into public programs, to develop partnerships with a broad range of public entities, and to enhance Pearl’s brand in the public sector. During 2026, the VP will both focus on opportunities associated with the Inflation Reduction Act rebate programs, and build on new opportunities with state, municipal, and utility programs.


As Vice President of Public Programs, you will: 

  • Work with Pearl’s President and Executive Team to refine the Public Partnerships Division’s strategy and business plan, which includes:
    • Business development and sales strategy and tactics
    • Marketing strategy designed to position the Pearl brand in the public sphere; 
  • Oversee the implementation of the business plan
  • Build and manage a team of skilled and motivated professionals capable of achieving the division’s goals
  • Manage the divisional budget such that revenue goals are met and spending limits are adhered to
  • Ensure that Pearl’s public sector “product” (“offering”) is first-in-class at meeting the public sector’s needs by overseeing customer discovery and supporting product iteration, as necessary
  • Understand IRA programs and policies, and ensure that Pearl is positioned to meet the needs of these programs through appropriate product offerings
  • Develop partnerships with the program implementers who will oversee IRA and other public programs
  • Develop and implement strategies for developing other partnerships with utilities, municipalities, states, and other public entities
  • Establish and maintain critical strategic partnerships with key public sector actors, including federal agencies (DOE, EPA), state energy offices, implementation contractors, national and local non-profits, and utilities
  • Support Pearl’s work to influence public policy as appropriate
  • Work with Pearl’s marketing team to ensure an effective communications and marketing strategy that supports achievement of the division’s goals

 

What we’re looking for in a Vice President, Public Programs:

  • Knowledge:
    • Minimum of five years in senior management position and a track record of management excellence
    • Minimum of seven years experience in public and/or utility sector/energy efficiency
  • Know-how:
    • Ability to rapidly synthesize complex information and put it to use
    • Ability to communicate with excellence and ease
    • Ability to develop strong relationships and partnerships with a wide range of stakeholders
    • Ability to develop and support high performing, remotely-located teams
    • Understanding of how to assess product-market fit and make recommendations to improve product as necessary
  • Fit:
    • You are committed to developing programs and offerings that support disadvantaged communities and communities of color
    • You have entrepreneurial energy and take joy in problem solving
    • You are authorized to legally work in the U.S. (Pearl is unable to sponsor employment visas at this time)
    • You do not mind traveling (two to three days for two to three weeks, multiple months of the year)

Compensation and Benefits:

  • Market salary based on experience and local conditions, in the range of $180k to $215k
  • Standard medical, vision and dental coverage provided at no cost for employees and their families, with option to select higher level coverage, in which case, employees cover only the added cost for the premiums
