About the role

Position:  Family Well-Being Specialist

Reports to: Assistant Manager, Family Well-Being

Department: Children Family & Services

Pay Rate:  $31-$40 /hr.

Position Type:  Full time, Hourly, In Person

The Family Well-being Specialist partners with a cohort of families, within Community Action Marin’s Children and Family Services team, to identify strengths, set family centered goals, and support long-term stability and well-being. In alignment with Head Start Performance Standards, California Department of Education requirements, and CAM's agency-wide whole family approach, the Family Well-being Specialist builds trusting relationships with families through coordinated support that integrates family partnership services, child health coordination, community referrals, and community engagement. Grounded in the belief that every family has the right to thrive, this role will champion families in accessing and navigating resources through relationship-based practices that promote confidence, self–advocacy, resilience, and long-term independence. The Family Well-being Specialist ensures accurate and timely documentation to uphold program quality and compliance as well as continuity of care across program requirements and funding streams.

Essential Duties
Whole Family Partnership

•Builds trusting, strength-based, goal-oriented relationships with families from enrollment through transition, maintaining consistent contact as determined by each family's assessed needs and tier designation (weekly, monthly, or quarterly).

•Using a whole family approach, collaboratively develops and supports Family Partnership Agreements (FPAs) for up to 40 families, ensuring each FPA reflects family-identified strengths, priorities, and goals and serves as the foundation for the ongoing partnership. Strategically prioritizes outreach, follow-up, and support aligned to each family's assessed needs, documenting all contact and progress in a timely manner.

•Provides group and individual coaching, guidance, and support informed by Family Partnership Agreement trends and identified family needs.

•Accurately tracks progress toward family goals and maintains clear, timely case notes.

•Partners with families navigate community systems and access services through relationship-based referral practices and continued guidance.


Child Health Coordination

•In accordance with Head Start Performance Standards and California Community Care licensing, serves as the primary point of contact for individual child-level health compliance tracking for assigned families.

•Ensures all health, oral health, vision, hearing, and developmental screening milestones are met within 90 days of enrollment, maintaining complete and accurate records in ChildPlus and/or other databases.

•Partners with families to support follow-through recommended services for children with identified health, developmental, or mental health concerns, monitoring referral progress and family follow-through as appropriate.

•The Senior Coordinator, Health Services leads health education, screenings, and clinical partnerships, while the Family Well-being Specialist supports family-level follow-through and compliance tracking for assigned families.

•Escalates systemic access barriers or compliance gaps to the Senior Coordinator, Health Services and Director, Family Well-Being.


Family Engagement

•Maintains a scheduled, consistent presence at assigned program sites during drop-off, family events, and daily transitions, serving as a familiar, trusted face for families within the program community.

•Partners with classroom teachers and site teams to support whole-family engagement and strengthen home-to-school connections.

•Leads or co-leads for family engagement events, including Welcome Orientation, Coffee Chats, Family Goal Clinics, and program-wide events, with a focus on relationship-building, family connection, and program participation.

•Supports Parent Leadership Council (PLC) participation and elections; promotes family voice, advocacy and family leadership development within the program.

•Facilitates transition planning and activities for applicable families.

•Offers a minimum of two home visits to all enrolled Head Start families per year.


Promotes Economic Mobility

•Partners with Community Action Marin’s Economic Justice team to promote economic mobility with families.

•Supports eligible families in accessing public benefits and economic mobility resources, including but not limited to Medi-Cal, CalFresh, CalWORKs, WIC.

•Offers financial wellness check-ins, follow-up workshops, and referrals as needed.

Community Connections

•Connects families to community resources, in addition to the economic mobility supports, including housing, mental health, immigration services, legal aid, and adult education.

•Participates in community outreach, pop-up events, and resource fairs as a CAM ambassador.

•Coordinates with mental health consultants, disability services, and IEP/IFSP teams as needed to ensure children and families have access to the resources and support needed to thrive.

•Develops and maintains collaborative relationships with community partners to improve family access and continuity of support.


Compliance, Program Quality, Documentation & Continuous Improvement

•Maintains complete, accurate, and timely records in relevant databases, including ChildPlus and EmpowOR, for all assigned families, including but not limited to, case notes, FPAs, health records, referrals, events, and meeting documentation. Enter documentation as close to the point of contact as possible to ensure timely and accurate records.

•Participates actively in program self-assessment, federal monitoring preparation, and Program Information Report (PIR) data collection.

•Regularly reviews cohort data to identify patterns, celebrate progress, and adjust strategies in partnership with families. Escalates emerging concerns, barriers, or compliance gaps to the People Manager in a timely manner.

•Adheres to all Head Start Performance Standards, California Department of Education requirements, CAM program policies, and HIPAA/confidentiality requirements.

•Operates as a Mandated Reporter and escalates unusual incident reports in accordance with policy.

Qualifications

Education:

•High school diploma or equivalent (GED) required in accordance with Community Action Marin employment standards.

•Bachelor’s degree in Human Development, Sociology, Early Childhood Education, Child Development, Social Work, or a related field preferred.

•Family Development Credential (FDC) is preferred or willingness to obtain within an established timeframe.


Experience:

•A minimum of two years’ related work experience working with diverse low-income children and families preferred.

Language

•Bilingual in English and Spanish, both written and verbal, required. The ability to communicate effectively in both languages is an essential function of this role.


Skills and Abilities:

•Knowledge of Head Start Performance Standards preferred.

•Knowledge of community resources and ability to support families in accessing services preferred.

•Ability to navigate ambiguity, complex family situations, and shift priorities with professionalism and sound judgment.

•Ability to manage and monitor multiple data points and documentation requirements for a caseload of up to 40 families.

•Strong organizational, interpersonal, and relationship-building skills.

•A strong commitment to social justice, equity and the agency’s mission to provide high-quality programs to serve low-income individuals and families.

•Deep understanding – and ability to articulate – the role equity, inclusion, and diversity plays in our work.


Software:

•Proficiency in Microsoft Office applications: Outlook, Word, Excel, Internet Explorer, and SharePoint.

•Ability to complete data entry while simultaneously holding a conversation and fostering meaningful relationships.
