Build and Own the Compliance Infrastructure Behind a Multi-State Transportation Network

Onward Health operates a technology-enabled transportation network serving healthcare partners across multiple regulated markets.

We are hiring a Regulatory Strategy & Operations Manager to own and continuously evolve the systems that allow us to expand safely, operate confidently, and withstand regulatory scrutiny.

This is a hands-on ownership role responsible for defining how compliance operates at Onward - assessing risk, making day-to-day decisions, and building scalable systems that keep the company in good standing as we grow.

You will report to the COO and partner closely with outside counsel to translate regulatory requirements into practical, scalable operating frameworks.

Key Responsibilities:

  • Regulatory Strategy & Market Licensing: Own Onward’s regulatory footprint across all markets, including permits, renewals, and jurisdictional registrations. Maintain regulatory calendars, anticipate requirements, and ensure timely, accurate filings. Monitor regulatory developments, assess impact, and update policies and workflows. Build compliance frameworks that ensure new markets launch fully compliant from day one. Recommend practical, business-aligned implementation strategies when new regulatory requirements emerge
  • Driver Qualification & Documentation Controls: Own the design and integrity of driver compliance workflows including inspections, background checks, credentialing, and jurisdiction-specific requirements. Ensure documentation systems are audit-ready, scalable, and well-controlled. Proactively identify control gaps, implement improvements, and strengthen documentation standards as the company grows.
  • Drug & Alcohol Testing Program Administration: Own the administration and continuous improvement of the company’s drug and alcohol testing programs. Partner with third-party vendors and internal stakeholders to ensure programs meet all applicable DOT, FTA, TNC, and state-specific requirements while remaining operationally efficient.
  • Safety Oversight & Incident Support: Assess and strengthen internal controls related to driver and rider safety. Maintain safety and incident tracking logs, and support internal investigations and required reporting.
  • Audit Readiness & Risk Management: Maintain Onward’s regulatory good standing and proactively mitigate exposure to penalties or operational disruption. Prepare for regulatory audits, maintain version control of policies and documentation, conduct periodic internal compliance reviews, and proactively identify regulatory risks.
  • Governance & Legal Collaboration: Partner with outside counsel on regulatory interpretation and policy updates. Translate legal guidance into clear operational workflows and proactively escalate high-risk matters appropriately. Own day-to-day compliance decision-making and escalate ambiguous or high-risk matters to the COO and outside counsel.

Skills and Qualifications:

  • Educational Background: Bachelor’s degree or equivalent combination of education and relevant experience.
  • Professional Experience: 3–6+ years in regulatory compliance, transportation compliance, healthcare compliance, safety operations, or program management in a regulated industry. Experience working across multiple jurisdictions is strongly preferred. Experience with TNC, DOT, NEMT, ADA, or transportation compliance is a strong plus. Experience translating regulatory guidance into operational processes preferred.
  • Technical & Operational Rigor: Ability to interpret statutes, regulations, and agency guidance and translate them into practical operational processes. Demonstrated judgment in balancing regulatory requirements with operational efficiency and business growth. Experience managing compliance vendors and administering third-party compliance platforms or reporting systems (e.g., drug testing, background checks, regulatory portals). Highly detail-oriented with strong process discipline.
  • Personal Profile: High integrity and strong risk awareness. Self-starter with strong ownership mindset and accountability. Organized, decisive, and comfortable bringing structure and clarity to ambiguous regulatory situations. Calm under regulatory or audit pressure. Clear communicator who can translate complex requirements into practical operational steps.
