Splash is a global nonprofit organization founded in 2007, headquartered in Seattle, Washington, USA. Since 2007, we have completed more than 2,500 projects that serve over 1.2 million children each day. Currently focused on cities in East Africa, Splash delivers the clean water, clean toilets, and dignified menstrual health resources that every child deserves through comprehensive water, sanitation, hygiene, and menstrual health (WASH-M) services and behavior change programs across 100% of a city’s public schools.

In 2019, we began testing and refining Project WISE (WASH in Schools for Everyone), a cost-effective and replicable blueprint designed to reach 100% of public schools in fast-growing, complex cities in partnership with local governments and community leaders. In five years, we achieved our goals in Ethiopia and India, and we began our next phase of expansion in East Africa in 2025.

Position Overview

Reporting to the Country Director, the Finance and Operations Manager is responsible for managing the financial and operational affairs of the Malawi project and ensures financial integrity, accuracy and stability. The Finance and Operations Manager will functionally coordinate with Regional Director, Finance and Operations to create streamlined accounting processes and provide financial management support to the project. 

The Finance and Operations Manager is also responsible for managing daily financial processes and transactions, enforcing compliance with finance-related laws, procedures, and regulations.

The Finance and Operations may supervise other finance and admin staff and oversee the work of outsourced service providers and implementing partners.



Roles & Responsibilities

Accounting, Budgeting, Reporting, and Internal Controls:  

  • Oversee all accounts, ledgers, and reporting systems, ensuring compliance with accounting standards and regulatory requirements. Review and improve processes routinely to ensure efficiency and accuracy.  
  • Coordinate with the Regional Finance team, reconcile cash, other assets, and liability accounts, and submit month close reports on time and accurately.   
  • Ensure all financial documents are obtained, scanned, and uploaded to the accounting System accurately and in a timely manner. 
  • Ensure cash payment, cash receipt, and general journal vouchers are accurate, appropriately coded, authorized, and sufficiently supported by adequate and complete source documents in conformity with donor and internal guidelines.  
  • Manage the payroll function by overseeing the payroll process and ensuring compliance with labor, tax, pension, and other related laws, regulations, policies, and procedures. 
  • In partnership with budget owners and budget managers, establish budgeting and budget monitoring systems and manage country office budget and cash flow forecasts to ensure availability and efficient use of resources and effective program implementation. Assist the Regional Finance team in the annual budgeting and planning process. 
  • Track the transfer of funds between headquarters and the country office; maintain accurate, complete, reliable, and verifiable accounting records of in-country assets, liabilities, revenue, and expenses; develop and implement financial information tracking, monitoring, and reporting systems. Prepare and disseminate periodic budget utilization reports, required government reports, and other reports.


Audit and Compliance:

  • Work with Regional Finance to ensure that the appropriate financial controls, tools, and systems are in place and comply with donor policies, IPSAS standards, internal policies, procedures, and regulations.  
  • Manage and coordinate, in-country statutory, donor, and other internal and external financial audits and reviews.
  • Ensure that all required tax reports to tax authorities (including Income, pension, and withholding) are completed, submitted, and archived accurately, timely, and in compliance with the deadline. 
  • Maintain internal control and safeguards for receipt of revenue, costs, program budgets, and actual expenditures. 
  • Implement payment and procurement protocols, including ensuring proper documentation (both hard and soft copies) and adherence to control  
  • Ensure purchasing decisions are in line with the procurement policies and procedures and the approved budget. 
  • Review the works of project procurement & tender committees to ensure the organization’s financial & logistic procedures & policies are adhered to throughout the procurement process. 

 

Operations and Partner Management: 

  • Manage project procurement as per the organization's policies and maintain accurate and up-to-date procurement records for audit and reporting purposes. 
  • Identify and prequalify suppliers and manage vendor contracts 
  • Oversee the receipt, storage, and issuance of inventory. Maintain inventory records and conduct regular stock reconciliations. 
  • Review partner financial documentation for compliance and completeness 
  • Support the Regional Director in financial monitoring and capacity building of staff and local implementing partners 



Qualifications

  • A bachelor's degree in accounting & finance and related fields is mandatory. A CPA is highly preferred, 
  • At least 7 years of proven work experience as a Finance Manager or similar role 
  • Solid knowledge of financial and accounting procedures and IPSAS 
  • Solid technology skills, including proficiency in MS Office and some familiarity with cloud-based accounting software. 
  • Professional level of verbal and written fluency in English  
  • Excellent analytical and numerical skills 
  • Excellent time management skills 
  • Strong ethics, with an ability to manage confidential data

Compensation & Benefits

At Splash, we prioritize our mission by offering benefits to support our employees and their families.

·       Splash operates across time zones with flexible work schedules. Team members can set standard hours within their time zone, but should be available for occasional off-work. This is balanced by a self-managed schedule allowing personal time.

·       Benefits include 21 days of paid time off, increasing by 2 days each year up to 28 days, 11 paid holidays, and Wellness Fridays (reduced hours on Fridays). Additionally, we offer two weeks of paid time off mid-year during the first week of July and the last week of the year.

·       Medical, dental, vision insurance, and a match contribution towards the National Pension Scheme as required by law.

·       The benefits are subject to change depending on the local labor law and other guidelines.
