Position Overview:

The Program Compliance & Grievance Manager is responsible for overseeing program-level reporting, documentation accuracy, and the formal grievance intake, tracking, and resolution process within a federally contracted ICE residential facility in Alexandria, LA.

 

This position ensures all required operational reports are completed accurately and submitted on time in accordance with federal contract requirements. In addition, this role manages the grievance system to ensure all concerns are properly documented, routed, tracked, and resolved through established facility procedures.

 

This position serves as the program’s primary administrative function for compliance reporting, documentation control, and grievance tracking and escalation.


Key Responsibilities/Essential Functions:

Program Compliance & Reporting

  • Prepare, compile, and submit required daily, weekly, and monthly program reports.
  • Ensure accuracy, completeness, and consistency of all compliance documentation.
  • Maintain organized records for audits, inspections, and contract reporting requirements.
  • Track required reporting deadlines to ensure timely submission.
  • Coordinate with department leads to collect required operational data and inputs.
  • Support preparation for internal and external audits through documentation review and organization.
  • Maintain compliance tracking systems and reporting logs.

 Grievance Intake & Management

  • Receive, document, and log all grievances and complaints submitted within the facility.
  • Ensure grievances are properly categorized, tracked, and routed to the appropriate department for resolution.
  • Monitor grievance timelines to ensure timely response and closure in accordance with facility policy.
  • Maintain a centralized grievance tracking system for all reported concerns.
  • Provide routine updates to leadership regarding grievance status and resolution progress.
  • Ensure confidentiality and proper handling of all grievance-related information.
  • Escalate grievances to facility leadership and, when required by policy or federal contract standards, to designated federal oversight authorities or contracting government entities.
  • Ensure all externally reportable grievances are accurately documented and submitted through required official federal reporting channels.

Issue Tracking & Resolution Oversight (Administrative Only)

  • Track grievance outcomes and ensure documentation of resolution actions is completed by responsible departments.
  • Follow up with departments to confirm closure of assigned corrective actions.
  • Escalate unresolved or overdue grievances to facility leadership.
  • Maintain accurate records of grievance outcomes for audit and reporting purposes.
  • Identify recurring administrative or process-related issues for leadership awareness.

 Data Integrity & Documentation Control

  • Ensure accuracy of data across reporting and grievance tracking systems.
  • Reconcile inconsistencies in documentation and request corrections from responsible departments.
  • Maintain organized electronic and physical files for audit readiness.
  • Support leadership with data summaries and compliance reporting dashboards.
  • Ensure all documentation meets federal contract and facility standards.

 Collaboration & Communication

  • Coordinate with operational, clinical, security, and administrative teams to obtain required reporting inputs.
  • Participate in shift briefings as needed to stay informed of reporting and grievance updates.
  • Communicate clearly regarding reporting deadlines, documentation requirements, and grievance status updates.
  • Provide professional updates to leadership regarding compliance and grievance trends.
  • Ensure effective information flow between departments for reporting purposes.


Required Qualifications & Core Competencies:

  • High school diploma or GED required; Associate or Bachelor’s degree preferred (Criminal Justice, Public Safety, Healthcare Administration, or related field).
  • Minimum 3 years of experience in compliance, reporting, administrative oversight, grievance systems, case management, or related field
  • Strong experience with documentation systems, reporting workflows, or audit preparation.
  • Excellent organizational and written communication skills.
  • Strong attention to detail and data accuracy.
  • Ability to manage multiple deadlines in a 24/7 operational environment.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Ability to communicate effectively in English (written and verbal).
  • Ability to pass federal background clearance.

Desired Skills:

  • Experience in government-contracted, residential, shelter, or correctional environments.
  • PREA Coordinator or PREA Auditor training preferred.
  • Experience with incident management systems or compliance tracking tools.
  • Training in safety management, OSHA standards, or facility risk assessment.
  • Experience conducting audits or inspections in regulated environments.
  • Strong organizational and reporting skills.
  • Bilingual ability (Spanish or other languages) preferred

Conditions of Employment:

  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:

  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.
  • Must be able to speak, read, and write in English
  • Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays
  • Must show proof of eligibility to work in the U.S.
  • Internal background check to the satisfaction of contract requirements.
  • If applicable, Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.

Physical Requirements:

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds
  • Ability to bend, stoop, reach, and perform repetitive motions
  • Capability to work in varied environmental conditions (indoor/outdoor, temperature variations)
  • Ability to respond quickly to emergency situations throughout the facility
  • Visual acuity for detailed computer work and document review
  • Auditory ability to conduct interviews and monitor facility for safety concerns

Work Environment:

  • Fully on-site position in a federally contracted ICE residential facility in Alexandria, LA.
  • 24/7 operational environment with rotating shifts.
  • Fast-paced administrative setting requiring accuracy, organization, and responsiveness.
  • Interaction with multiple departments including operations, clinical, security, and leadership.
