Position Summary

*This role is not full-time. It is part-time working 10 hours per week.*


The Facilities Energy Analyst provides technical expertise, engineering analysis, and program management support for the Bureau of Medicine and Surgery (BUMED) Energy and Water Management Program. The position is responsible for evaluating facility energy performance, analyzing energy and water audits, supporting energy resilience initiatives, validating utility consumption data, and providing recommendations to improve energy efficiency, sustainability, operational resilience, and lifecycle cost performance across BUMED’s medical readiness facility portfolio.


The Facilities Energy Analyst serves as a subject matter expert in energy audits, benchmarking, advanced metering infrastructure (AMI), direct digital control (DDC) systems, utility management, and energy resilience planning. The incumbent supports BUMED Headquarters and regional facility management personnel by reviewing technical studies, evaluating energy conservation opportunities, maintaining economic analysis tools, and assisting with the development and review of projects submitted to the Department of Defense (DoD) Energy Resilience and Conservation Investment Program (ERCIP).

Essential Duties and Responsibilities

Energy and Water Management Program Support

  • Support execution of BUMED’s Energy and Water Management Program across military healthcare facilities.
  • Prepare the annual Energy and Water Management Program Report summarizing program performance, accomplishments, energy savings initiatives, utility trends, resilience efforts, and recommendations.
  • Develop executive summaries, technical reports, briefings, and performance metrics for leadership review.
  • Assist BUMED leadership in achieving federal, Department of Defense, Department of the Navy, and Defense Health Agency energy and sustainability objectives.

Energy Audit Analysis and Technical Review

  • Conduct detailed analysis of energy and water audit reports for approximately eleven (11) facilities annually.
  • Evaluate audit findings, recommendations, and proposed Energy Conservation Measures (ECMs).
  • Assess technical feasibility, lifecycle costs, energy savings potential, return on investment, and implementation priorities.
  • Develop summary reports identifying recommended projects and justifications for implementation.
  • Provide technical recommendations to support investment decisions and facility energy improvement strategies.

Utility Data Management and Benchmarking

  • Acquire utility consumption and cost data from completed energy and water audits.
  • Validate annual facility utility consumption, allocations, and reporting accuracy.
  • Maintain and archive utility performance data for audited facilities.
  • Develop and maintain energy and water performance databases.
  • Generate performance metrics, benchmarking analyses, trend reports, and sustainability indicators for BUMED facilities.
  • Identify anomalies and opportunities for improved utility management and operational efficiency.

Advanced Metering Infrastructure (AMI) Assessment

  • Assess the effectiveness and operational performance of Navy Advanced Metering Infrastructure (AMI) systems supporting BUMED facilities.
  • Evaluate utility metering coverage, functionality, accuracy, and data reliability.
  • Identify and document metering deficiencies, gaps, and system limitations.
  • Recommend corrective actions and improvements to support facility readiness and utility management objectives.
  • Coordinate with facility personnel, utility managers, and technical stakeholders regarding metering performance issues.

Energy Resilience and ERCIP Support

  • Provide technical review and evaluation of energy resilience projects and initiatives.
  • Review Energy Resilience and Conservation Investment Program (ERCIP) submissions for technical accuracy, completeness, and compliance with program requirements.
  • Evaluate project assumptions, engineering calculations, economic analyses, resilience benefits, and implementation strategies.
  • Coordinate with project teams to resolve deficiencies and improve submission quality.
  • Provide recommendations to enhance project competitiveness and alignment with DoD energy resilience objectives.

Economic Analysis and Financial Modeling

  • Maintain and update BUMED’s Energy Project Economic Analysis Tool.
  • Incorporate annual updates using current energy price forecasts and economic data.
  • Validate financial assumptions, escalation rates, utility costs, and lifecycle cost analysis methodologies.
  • Conduct economic evaluations of proposed energy, water, and resilience projects.
  • Support cost-benefit analyses and investment decision-making activities.

Training and Technical Assistance

  • Review and update BUMED ERCIP training materials annually.
  • Develop recommendations for improving training content, methodologies, and guidance.
  • Conduct a minimum of two (2) training sessions annually for BUMED Facility Managers and other stakeholders.
  • Provide instruction on the use of economic analysis tools, energy project development, resilience planning, and utility management best practices.
  • Offer technical assistance and consultation to facility personnel regarding energy and resilience initiatives.

Energy Resilience and Sustainability Planning

  • Support development of energy resilience strategies and facility sustainability initiatives.
  • Evaluate facility vulnerabilities and opportunities to improve energy security and operational continuity.
  • Assist with identification of renewable energy, microgrid, backup power, and resilience enhancement opportunities.
  • Support integration of energy efficiency and resilience measures into facility planning and investment strategies.

Reporting and Program Performance Monitoring

  • Develop recurring and ad hoc reports supporting energy program management activities.
  • Track implementation status of energy audit recommendations and resilience initiatives.
  • Monitor facility performance against established energy and water reduction goals.
  • Prepare executive briefings, technical memoranda, and management reports for BUMED leadership.
  • Maintain documentation supporting audits, analyses, project evaluations, and program performance metrics.

Stakeholder Coordination

  • Coordinate with BUMED Headquarters, regional commands, installation personnel, NAVFAC, DHA, and other stakeholders regarding energy and resilience initiatives.
  • Participate in technical reviews, planning meetings, project evaluations, and program working groups.
  • Provide subject matter expertise supporting energy-related planning, budgeting, and investment decisions.
  • Support collaboration among engineering, facility management, and energy program personnel.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Bachelor’s degree in Engineering from an accredited institution.
  • Minimum of five (5) years of professional experience supporting:
    • Energy Audits
    • Facility Energy Benchmarking
    • Direct Digital Controls (DDC)
    • Advanced Metering Infrastructure (AMI)
    • Utility Management
    • Energy Resilience Planning
    • Energy Management Programs
  • Experience evaluating building systems, energy conservation measures, and utility performance.
  • Experience conducting engineering analysis and lifecycle cost evaluations.
  • Strong understanding of energy efficiency, facility operations, and utility management principles.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Preferred Education, Experience, and Technical Skills

  • Professional Engineer (PE) license.
  • Certified Energy Manager (CEM).
  • Certified Energy Auditor (CEA).
  • Certified Measurement and Verification Professional (CMVP).
  • Experience supporting military, healthcare, federal, or Department of Defense facilities.
  • Experience with:
    • ERCIP Project Development
    • Utility Monitoring and Control Systems
    • Building Automation Systems (BAS)
    • Energy Management Control Systems (EMCS)
    • Advanced Metering Infrastructure (AMI)
    • Lifecycle Cost Analysis (LCCA)

  • Familiarity with NAVFAC, DHA, BUMED, and DoD energy policies and guidance


Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection.
