Manager - Provider Enrollment

Through a wide range of free programs and workshops, we support parents and caregivers as they build child development skills. Job Title: Manager – Provider Enrollment

Reports To: Director of Compliance and Program Supports  
FLSA Status: This is a fulltime (40 hours/week), Exempt Position 
Salary:                  $98,000-$102,000


POSITION SUMMARY:

Children’s Council envisions a San Francisco where every child has nurturing caregivers who foster their social, emotional, and cognitive development and where caregivers have the skills to support children’s development and run successful businesses. For decades, we have worked in partnership with community stakeholders to support the early care and education field. Through training, technical assistance, coaching and shared business administration resources, the Child Care Quality and Business team guides new programs through the licensing process and offers learning opportunities for all programs to grow as early educators and business owners.  


The Manager leads a diverse team that is one of the organization's most critical points of entry into our programming for child care providers, determining eligibility and coordinating provider enrollments into our subsidy system and receiving monthly payments. The manager ensures that services are accessible, meet the needs of the community, and are aligned with the organization’s vision, mission, and strategic plan. They are responsible for ensuring responsive, high-level customer service for providers, from their initial engagement to ongoing participation in our state and locally funded child care programs. They enthusiastically engage their team in proactively solving problems and reducing barriers for providers to participate in the childcare subsidy system.

KEY RESPONSIBILITIES:

  • Oversee, manage and successfully meet the local and state government contractual obligations related to subsidy payment, enrollment and data system supports.
  • Able to devise, manage and rollout new support approaches and materials based on revised processes, training, reporting and system enhancements. 
  • Take ownership of cross-department and cross-program projects/work to ensure the seamless delivery of payment, enrollment, and subsidy services are effective, integrated, and accessible.
  • Stay apprised of policy and regulatory changes, advocate for policy improvements.  
  • Maintain expertise in the successful use of state and local early childhood data systems. 
  • Analyze current data collection processes and work to track and identify needs for internal reflection, process improvement and reports to funders and other stakeholders.   
  • Use client feedback to identify program needs and service improvements that deliver better value and greater efficiency. 
  • Establish customer satisfaction goals and coordinate with the team regarding provider eligibility determination, onboarding and participation in state and locally funded childcare subsidy programs. This is to ensure the team receives high customer satisfaction rates.
  • Demonstrated ability to work collaboratively, share information across teams, and to encourage collegial working relationships and team building within and with external partnerships.
  • Develop, manage, motivate, and mentor a diverse, high-performing team towards meeting deliverables.
  • Represent the agency with local organizations, public entities, and groups concerned with childcare issues. 


REQUIRED QUALIFICATIONS:

  • Five years’ experience managing workflow in social services and/or a related field.
  • Must have at least two years of supervisory experience managing a small to mid-sized team.
  • Experience working independently on managing department contracts, deliverables, and department deadlines.
  • Must be able to communicate effectively and constructively with persons of diverse cultures, language groups, and abilities; should be able to demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio-economic, race, ethnicity, and gender identity.
  • Effective oral and written communicator, including ability to support a non-technical audience.
  • Strong analytical and systems improvement experience
  • Competency with MS Office Suite and databases (such as Salesforce).
  • A background clearance is required.
  • Bilingual in Spanish (preferred) 


PHYSICAL REQUIREMENTS:

  • Must have the ability to sit at a desk, and/or stand for extended amounts of time.
  • Need to have the ability to understand, comprehend and navigate multiple ways of communicating. 
  •  Need to have the manual dexterity to use all office equipment.

Hybrid Work  

We have adopted a hybrid working model and currently require employees to be present in the office at least 3 days per week, with the option to work 2 days per week remotely. Applicants should be comfortable with both the remote and in office scenarios.
