OSAT Technical Program Engineer/Manager

About the role

  • We are seeking an execution-focused onsite Technical Program Manager (TPM) to lead cross-functional engagement at OSAT (Outsourced Semiconductor Assembly and Test) partners. This role serves as the primary onsite interface between internal engineering teams and OSAT operations to ensure program execution, capacity readiness, issue resolution, and delivery against product milestones. The TPM will drive alignment across engineering, operations, quality, supply chain, and OSAT stakeholders while proactively identifying resource constraints and escalating support requirements to maintain schedule commitments.

What you'll do

  • Describe the specific responsibilities and job functions of the role
  • Act as the onsite program lead at OSAT facilities to monitor and drive day-to-day execution of device and module package assembly and test activities.
  • Coordinate across internal teams (Product Engineering, Process Engineering, Quality, Operations, Supply Chain, NPI, and Manufacturing) and OSAT teams to deliver program milestones.
  • Identify resource gaps (equipment, engineering support, staffing, materials, qualification capacity, test readiness) and proactively request additional support/resource to meet business objectives – timeline and quality.
  • Establish clear escalation paths and secure management alignment when schedule, quality, or capacity risks are identified.
  • Lead program reviews and communicate status, risks, dependencies, and mitigation plans to executive stakeholders.
  • Track manufacturing KPIs including cycle time, yield, throughput, line utilization, and on-time delivery.
  • Drive issue resolution for technical and operational blockers, coordinating root cause analysis and corrective actions.
  • Support new product introduction (NPI), qualification builds, ramp readiness, and sustaining production.
  • Ensure OSAT execution aligns with product roadmap, customer commitments, and operational targets.
  • Build strong working relationships with OSAT management and influence prioritization of shared resources.
  • Understand technical aspects for each project and smooth communication with internal owners.
  • Assess program requirements and forecast resource demand across engineering, manufacturing, and test operations.
  • Develop business cases and justification for requesting incremental OSAT support.
  • Negotiate execution priorities and secure staffing commitments during critical development and production phases.
  • Coordinate rapid response teams for yield excursions, qualification delays, and production disruptions.

Required Qualifications

  • Bachelor’s or Master’s degree in Science, Engineering, Semiconductor Manufacturing, Operations, or related field.
  • Great verbal and written English communication skills – clear, efficient, precise
  • 1+ years of experience in industry including semiconductor manufacturing, OSAT management, technical program management, or operations.
  • Understanding or capable of fast learning of semiconductor assembly, packaging, test flow, qualification, and manufacturing execution.
  • Demonstrated ability to drive cross-functional execution without direct authority.
  • Strong communication, stakeholder management, and executive reporting skills.
  • Experience with schedule management, risk tracking, and issue escalation frameworks.
  • Understanding engineering data statistics.
  • Some data analysis skills at least using excel.

Preferred Qualifications

  • Higher degree with more experience is highly desired.
  • Previous experience of similar work is highly appreciated.
  • Experience with device packaging and micro-mechanical system assembly.
  • Familiarity with yield analysis, SPC, DOE, and manufacturing quality systems.
  • PCBA or SMT line understanding or experience.
  • Experience of optical device or system assembly.
  • PMP or program management certification is a plus but not a must.
