NATURE OF WORK:
Under the direction of the Grants and Strategy Manager, the Special Projects Coordinator is responsible for planning, coordinating, and overseeing project development, of parks, recreational facilities, and public spaces. This role involves managing projects from conception through completion, ensuring they are completed on time, within budget, and in accordance with safety standards and community needs. The Special Projects Coordinator's work responsibilities include: managing and overseeing all aspects of projects for the Parks and Recreation Department, ensuring successful planning, design, construction, and modification of facilities and amenities through effective project management, contract coordination, budget oversight, quality control, compliance with regulations, and interdepartmental collaboration while maintaining accurate records and fostering stakeholder engagement to align with organizational goals.
To perform complex and responsible administrative, clerical, and project related duties for the Park & Recreation Department; including project management, answering phones, maintaining schedules, files, and reports; managing permit, inspection, and program data and records; tracking expenses and project budgets; providing support to staff as well as creating document for public meetings; coordinating and supporting department and community projects, and supporting events.
ESSENTIAL FUNCTIONS:
· Work with Director of Operations, district managers and supervisors to prepare recommendations for the annual CIP
budget in accordance with District’s master plan goals and objectives, Board directive, and citizen input. Monitors all CIP
related revenue and expenditures, and makes recommendations on phasing or other methods to complete projects
within established budgets.
· Prepare pre-bid materials defining scope of work and related information necessary for request for proposal (RFP); sets
up selection process; responds to questions concerning the project and/or contract(s); review bids, and prepares
recommendation(s).
ILLUSTRATIVE EXAMPLES OF DUTIES:
· Greet and assist the public with general questions and those specifically related to Development and Parks matters.
· Answer telephone calls, take messages, and refer items/issues to the appropriate person or department for further
action.
· Represent the District in a professional, responsible, and trustworthy manner; promote and support District programs,
policies, and activities within job duties and with the public.
· Communicate clearly, effectively, and professionally and conduct actions in a professional and appropriate manner when
working with the public and District staff.
· Work involves preparing and maintaining records, reports, documents and correspondence.
· Assist in the coordination of District events as required (i.e., Summer Concerts, Running races, etc.), including
coordination with outside agencies, other city departments, local community groups, and volunteers.
· Maintain and manage Park and Recreation Department project management site (web-based software).
· Maintain and manage department Facebook pages and webpages with updates and current information.
· Prepare Purchase Orders and pay invoices and track project budgets through the District’s financial system.
· Maintains database of variety of records and reports to assist in providing statistical reports, financial reports, budget
information, inspection reports, parks records, maintenance and special project records, safety and hazard records,
including SDS updates.
· Must be highly motivated, organized and creative with all District projects.
KNOWLEDGE:
· Thorough knowledge of modern principles, methods, practices and equipment relating to the functional areas of
responsibility.
· Thorough knowledge of project management, processes of large and small projects, internal projects, and County
permitted projects
· Thorough knowledge of federal, state and local laws regulations and standards relating to the functional areas of
responsibility.
· Thorough knowledge of projects and budgeting practices, methods and procedures.
· Thorough knowledge of park amenities and facilities.
· Thorough knowledge of complex building systems, IT infrastructures, roofs, plumbing, water systems, and broad FF&E.
· Thorough knowledge of project management software including but not limited to Asana, Trello and Project planner.
ABILITIES:
· Ability to communicate effectively, both verbally and in writing, to a variety of audiences, including the district as a whole.
· Ability to input, obtain output, analyze and interpret data using computers and any applicable software.
· Ability to prepare clear, concise reports, studies and statistics.
· Ability to plan, organize, prioritize, coordinate, assign and work with multiple teams in multiple departments
· Ability to establish and maintain effective working relationships with other employees, government officials, civic
organizations, community agencies and the general public.
REQUIRED TRAINING, EXPERIENCE AND QUALIFICATIONS:
· Bachelor’s Degree from an accredited university in Park and Recreation, Project Management or a closely related field.
· Minimum of two years’ experience with Park and Recreation projects or a closely related field.
· Current CPR, First Aid and AED certification required.
· Valid Driver’s License required.
· Project Management Professional (PMP) certificate is preferred.
· CDL License is preferred or ability to obtain in the first year of employment.
