Our team, composed of former public health officials, works with state and local health departments across the country, building resilient public health operating systems. Solutions Analyst / Business Analyst

Compensation Note: If a salary range is listed for this position, please note that we will be offering at the starting point of the band. We cover 100% of your health insurance!

Role Overview

We're seeking a Solutions Analyst who can deeply understand how public health departments work and translate that understanding into technology solutions that actually fit their needs. This role is about more than gathering requirements. It's about immersing yourself in the workflows, challenges, and realities of public health practice, then figuring out how technology can make things better.

This is a role for someone who naturally translates needs into action. You're the person who listens to a health department director describe their frustrations and can see the solution taking shape. You're the one who watches staff navigate a clunky process and immediately starts thinking about how it could work better. You take the messy, complex reality of public health operations and turn it into clear direction for a technical team to build against. If you've ever found yourself thinking "I know exactly what they need, I just need to explain it in a way the developers will understand," this role is for you.

You'll work on our PH360 platform and various client initiatives, serving as the critical bridge between what health departments need and what our technical teams build. Your lived experience in governmental public health will help you ask the right questions, spot the real problems behind stated requests, and advocate for solutions that work in the real world.

We're looking for someone who thinks holistically about problems, can synthesize input from multiple stakeholders, and isn't afraid to push back when a proposed solution doesn't quite fit. As a consulting firm, we value candidates who are passionate and eager to dive into the work. While this role focuses on solutions analysis, you may also contribute your unique talents to other firm initiatives.

How You'll Work

You'll be part of an Agile Release Train (ART) that follows SAFe principles. This means:

  • Program Increment (PI) Planning: You'll participate in quarterly planning sessions, helping shape the roadmap based on your understanding of client needs
  • Sprint Collaboration: You'll work in two-week sprints with daily standups, regular backlog refinement, and sprint retrospectives
  • Cross-functional Teams: You'll collaborate closely with developers, architects, and QA analysts to ensure solutions meet the real need
  • Continuous Discovery: You'll have ongoing conversations with clients and stakeholders to refine your understanding of their challenges

Key Responsibilities

  • Immerse yourself in client workflows to understand how public health staff actually do their work
  • Identify pain points, inefficiencies, and opportunities that clients may not have articulated
  • Synthesize input from multiple stakeholders into coherent solution recommendations
  • Translate complex public health processes into clear user stories and acceptance criteria
  • Lead discovery sessions and workshops with health department staff
  • Serve as the voice of the client within our technical teams
  • Develop process flows, documentation, and visual aids that communicate the "why" behind solutions
  • Challenge assumptions and push back when proposed solutions don't fit client realities

Experience Required

  • 2+ years working in governmental public health (local, state, federal, or tribal)
  • Demonstrated ability to understand complex systems and workflows
  • Strong facilitation and stakeholder engagement skills
  • Experience translating between technical and non-technical audiences
  • Self-motivated with strong initiative
  • Adaptability in dynamic environments
  • Comfort working with AI tools and large language models

Preferred Qualifications

  • Experience with agile methodologies and user story development
  • Familiarity with Salesforce or similar platforms
  • Background in process improvement or system implementation
  • Understanding of public health data systems and reporting requirements
  • Experience with discovery techniques (journey mapping, interviews, observation)

The pay range for this role is:

72,000 - 83,250 USD per year (US Low)
