About the Role
The General Manager will lead the Services Division as a self-sufficient business unit and own its growth. The GM directs all capture, business development, and proposal activity, and oversees programmatic delivery through a cross-functional team of operations, contracts, human resources, and administrative support personnel. The GM partners with the executive team on pricing, go/no-go decisions, and budgets, and otherwise runs the division with broad autonomy. This is a builder's role. The mandate is to retain and grow the current base, win new prime and subcontract work, including full and open competitions, and scale the division. The GM will also stand up and lead the program management office (PMO) for the division's prime IDIQ positions, from teammate management through task order capture, and will build the team required to run them.

What You’ll Do
- Division leadership. Run all aspects of the services business: delivery, capture, staffing, vendors, and systems. Lead a cross-functional team of operations, contracts, human resources, and administrative support personnel, and manage programmatic delivery across the portfolio.
- Capture and growth. Own target identification, pipeline management, customer engagement, and all proposal efforts. Set task order bid strategy and establish a repeatable proposal framework before orders drop. Collaborate with the executive team on pricing and go/no-go decisions. Win full and open (unrestricted) work as prime and sub.
- Prime IDIQ program leadership. Stand up and operate the PMO for prime IDIQ vehicles: assign functional leads, manage a teammate roster of 20+ subcontractors, administer subcontracts and DD254 security documentation, and run a transparent task order management and distribution system.
- Teaming. Build and maintain prime and subcontractor teaming relationships. Bring a personal network capable of forming winning teams. Define workshare and right-of-first-refusal policies for teammates and maintain current teammate past performance data. Manage at least one SBA mentor-protege joint venture (MPJV) as a capture channel.
- Client relationships. Serve as primary relationship manager for existing and prospective customers. Travel to client sites and engage key stakeholders. Represent the division at industry conferences and events.
- Talent. Retain current staff and funded seats, recruit new cleared talent, and capture open seats on existing contracts. Determine the division's staffing model and stand up dedicated recruiting and cleared technical writing capacity as prime work ramps.
- Vendors and systems. Manage third-party recruiters, proposal writers, and pricing consultants. Own the division's tech stack, including HRIS, ERP, and CRM, in partnership with the Director of IT and CTO.
- Financial management. Establish annual budgets with the CFO and executive team. Track and report performance against budget.
- Organizational planning. Recommend to the executive team how to build and structure the division's team, including billable and G&A hires, org design, tech stack investments, and capture resourcing.
- Compliance. Maintain small business size and socio-economic certifications across set-aside vehicles, including recertification requirements.
- Operating model. Operate with a lean G&A staff. Use enterprise AI tools to augment workflows and extend team capacity.

How Success Is Measured
- Full P&L ownership: revenue growth, margin, and overall financial performance of the division against annual budget.
- Retention of current talent and funded seats.
- Capture of open seats on existing contracts and task orders on prime vehicles.
- New contract wins, both prime and subcontract, including full and open awards.

Required Qualifications:
- Bachelor's degree required, Master’s degree preferred.
- 10+ years in government contracting in capture or management leadership roles; 15+ years preferred.
- Direct Department of War (DoW) experience required with deep familiarity with DoW missions, customers, and contracting environments and established credibility and relationships at DIA.
- Experience standing up or leading a prime IDIQ program office with a large subcontractor team strongly preferred.
- Demonstrated record of winning federal work, including full and open competitions.
- Experience leading P&L, delivery, or capture organizations in GovCon.
- Ability to travel to client sites in the National Capital Region and beyond.
- Current active Top Secret clearance with SCI eligibility required; current SCI access strongly preferred.

Compensation and Benefits:
- The anticipated Salary Range is: $210,000 - $240,000 annually. Actual compensation will vary based on several factors, including, but not limited to, education, relevant years of experience, and overall qualifications.
- Eligible for an annual performance bonus and potential equity participation, subject to the terms, conditions, eligibility requirements, and approval provisions of the applicable plans
